বাংলাদেশের বিশাল অর্থনীতির তুলনায় ভুটান নেহাতই একটি ক্ষুদ্র রাষ্ট্র। বিশ্বব্যাংকের সাম্প্রতিক তথ্য অনুযায়ী, বাংলাদেশের মোট দেশজ উৎপাদন (জিডিপি) যেখানে প্রায় ৪৫৬ বিলিয়ন ডলার, সেখানে ভুটানের জিডিপি মাত্র ৩.৫৮ বিলিয়ন ডলার। অর্থাৎ, বাংলাদেশের অর্থনীতি ভুটানের তুলনায় প্রায় ১২৭ গুণ বড়। অথচ সাম্প্রতিক সময়ে বিএনপি সরকারের পররাষ্ট্র মন্ত্রণালয় থেকে এই ক্ষুদ্র অর্থনীতির দেশে বাংলাদেশি দক্ষ ও আধাদক্ষ শ্রমিক পাঠানোর নীতিগত তৎপরতা ঘোষণা করা হয়েছে। পররাষ্ট্র প্রতিমন্ত্রী হুমায়ুন কবিরের বক্তব্য অনুযায়ী, ভুটানের প্রস্তাবিত ‘গ্যালেফু মাইন্ডফুলনেস সিটি’ প্রকল্পে বাংলাদেশি জনশক্তি সরবরাহ করা হবে। কিন্তু এই ঘোষণার পেছনের বাস্তবতা, নীতিগত ভিত্তি এবং ঐতিহাসিক পটভূমি পর্যালোচনা করলে এক বিপজ্জনক চক্রান্তের চিত্র ভেসে ওঠে। প্রশ্ন উঠেছে, দেশীয় বেকারত্ব ঢাকার এই সস্তা উদ্যোগের আড়ালে পুনরায় কোনো নতুন মানব পাচার ও বাণিজ্য সিন্ডিকেটের জন্ম হতে যাচ্ছে কি না?
ভুটানের মোট জনসংখ্যা আট লাখেরও কম। একটি ক্ষুদ্র অর্থনীতির দেশে ‘গ্যালেফু সিটি’ বা যেকোনো নির্দিষ্ট অবকাঠামোগত প্রকল্পে ঠিক কতজন শ্রমিকের প্রয়োজন, সে বিষয়ে কোনো সুনির্দিষ্ট পরিসংখ্যান বা প্রাক্কলন প্রকাশ করা হয়নি। ভুটানের শ্রমবাজারে বাংলাদেশি শ্রমিকের প্রকৃত চাহিদা এবং সেখানকার অভিবাসন নীতির শর্তাবলি সংক্রান্ত কোনো সুস্পষ্ট তথ্য ছাড়াই কেবল পররাষ্ট্র মন্ত্রণালয়ের জনসংযোগ কর্মকর্তার একটি প্রাথমিক বিবৃতির ওপর ভিত্তি করে নীতি নির্ধারণ করা হচ্ছে। একটি দায়িত্বশীল রাষ্ট্রের পররাষ্ট্র নীতি কীভাবে এত অপেশাদার ও অপক্ক সিদ্ধান্তের ওপর দাঁড়াতে পারে, তা নিয়ে প্রশ্ন তুলেছেন আন্তর্জাতিক সম্পর্ক বিশ্লেষকরা।
রাজনৈতিক ও কূটনৈতিক ইতিহাস পর্যালোচনা করলে দেখা যায়, ২০০১ থেকে ২০০৬ সাল পর্যন্ত তৎকালীন বিএনপি সরকারের মেয়াদে শ্রম রপ্তানির বিষয়টি বাংলাদেশের ইতিহাসে অন্যতম কলঙ্কজনক অধ্যায় হিসেবে চিহ্নিত হয়ে আছে। সেই সময় মালয়েশিয়া, সৌদি আরব, কুয়েত, লিবিয়া, জর্ডান, সংযুক্ত আরব আমিরাত, ইতালি, গ্রিস এবং দক্ষিণ কোরিয়ার মতো দেশগুলোতে শ্রমিক পাঠানোর নামে অবাধ লুটপাট ও জালিয়াতির নজির তৈরি হয়েছিল। ভুক্তভোগী হাজার হাজার মানুষের কান্না, সর্বস্বান্ত হওয়া পরিবার এবং আন্তর্জাতিক মহলে বাংলাদেশের ভাবমূর্তি
মারাত্মকভাবে ক্ষুণ্ন হওয়ার ঘটনা আজও মুছে যায়নি। নথিপত্র বিশ্লেষণ করলে দেখা যায়, তৎকালীন শ্রম রপ্তানি খাতের সিংহভাগ জুড়ে ছিল মানব পাচার, ভিসা জালিয়াতি এবং রাষ্ট্রীয় পৃষ্ঠপোষকতায় শ্রমিক শোষণ।
২০২৬ সালে এসে বিএনপি পুনরায় সরকার পরিচালনার দায়িত্বে আসার পর, সেই একই পররাষ্ট্র মন্ত্রণালয় এবং পুরোনো শ্রম সিন্ডিকেট ফের সক্রিয় হয়ে উঠেছে বলে অভিযোগ উঠেছে। ভুটানের মতো ছোট একটি দেশে জনশক্তি রপ্তানির কাল্পনিক স্বপ্ন দেখিয়ে মূলত ভিসা বাণিজ্য এবং কোটি কোটি টাকা হাতিয়ে নেওয়ার একটি নতুন আন্তর্জাতিক ফাঁদ তৈরি করা হচ্ছে কি না, সে বিষয়ে গভীর সন্দেহ তৈরি হয়েছে।
বর্তমানে দেশের অভ্যন্তরে অর্থনৈতিক সংকট ও বেকারত্ব আকাশচুম্বী। কোটি কোটি শিক্ষিত ও কর্মক্ষম তরুণ কর্মসংস্থানের অভাবে মানবেতর দিন কাটাচ্ছেন। নতুন বিনিয়োগের অভাব এবং শিল্পকারখানা বন্ধ হয়ে যাওয়ার ফলে সৃষ্ট অভ্যন্তরীণ সংকট দূর করতে ব্যর্থ হয়ে সরকার ভুটানে শ্রমিক পাঠানোর মতো একটি অবাস্তব গল্প সাজাচ্ছে। দেশের অভ্যন্তরে কর্মসংস্থান সৃষ্টি করতে না পেরে ভুটানের মতো অতি ক্ষুদ্র অর্থনীতির দেশে শ্রমিক পাঠানোর প্রক্রিয়া কোনো সাফল্য নয়, বরং এটি সরকারের অভ্যন্তরীণ প্রশাসনিক ও অর্থনৈতিক ব্যর্থতারই স্পষ্ট দলিল।
একটি দেশের পররাষ্ট্র নীতির প্রধান অগ্রাধিকার হওয়া উচিত আন্তর্জাতিক অঙ্গনে দেশের ভাবমূর্তি রক্ষা করা এবং নাগরিক অধিকার নিশ্চিত করা। জনশক্তি পাঠানোর পূর্বে সংশ্লিষ্ট দেশের শ্রম আইন, নিয়োগ প্রক্রিয়ার স্বচ্ছতা, ন্যূনতম বেতন কাঠামো এবং আইনি সুরক্ষা নিশ্চিত করা বাধ্যতামূলক। কিন্তু বিএনপি সরকারের অতীত ও বর্তমান মেয়াদের কর্মপদ্ধতি পর্যালোচনা করলে দেখা যায়, এসব নীতিগত প্রস্তুতির কোনো অস্তিত্ব নেই। নীতি-নৈতিকতা বিসর্জন দিয়ে পুনরায় যদি কেবল রাষ্ট্রীয় চালবাজি ও সিন্ডিকেটের পকেট ভারী করার উদ্দেশ্যে ভুটান প্রকল্প শুরু হয়, তবে তা দেশের হাজার হাজার শ্রমিকের জীবনকে এক চরম অনিশ্চয়তার মুখে ঠেলে দেবে এবং আরেকটি নতুন মানব পাচারের অধ্যায় উন্মোচিত করবে।

Compared to Bangladesh's massive economy, Bhutan is merely a small state. According to recent World Bank data, while Bangladesh’s gross domestic product (GDP) is nearly $456 billion, Bhutan’s GDP is only $3.58 billion. In other words, Bangladesh's economy is about 127 times larger than that of Bhutan. Yet recently, the Ministry of Foreign Affairs under the BNP
government announced policy-level initiatives to send skilled and semi-skilled Bangladeshi workers to this small-economy country. According to State Minister for Foreign Affairs Humayun Kabir, Bangladeshi manpower will be supplied to Bhutan's proposed 'Gelephu Mindfulness City' project. However, analyzing the reality, policy rationale, and historical background behind this announcement reveals a dangerous conspiracy. Questions have arisen whether, under the guise of this cheap attempt to cover up domestic unemployment, a new human trafficking and trading syndicate is being birthed once again.
Bhutan’s total population is fewer than eight hundred thousand. No specific statistics or estimates have been released regarding how many workers are actually needed for the 'Gelephu City' or any specific infrastructure project in a small economy. Policy is being formed based merely on a preliminary press release from the foreign ministry's public relations officer, without any clear information regarding the actual demand for Bangladeshi workers in Bhutan's labor market or the conditions of their immigration policies. International relations analysts have raised questions about how the foreign policy of a responsible state can rely on such unprofessional and premature decisions.
A review of political and diplomatic history shows that during the tenure of the then-BNP government from 2001 to 2006, labor export was marked as one of the most disgraceful chapters in Bangladesh's history. At that time, under the pretext of sending workers to countries like Malaysia, Saudi Arabia, Kuwait, Libya, Jordan, the United Arab Emirates, Italy, Greece, and South Korea, precedents of unchecked plundering and fraud were set. The tears of thousands of victims, families stripped of everything, and the severe damage to Bangladesh's image in the international arena have not faded to this day. Document analysis reveals that human trafficking, visa fraud, and state-sponsored worker exploitation made up the vast majority of the labor export sector back then.
Now in 2026, after the BNP returned to power, allegations have surfaced that the same foreign ministry and old labor syndicates have become active once again. Deep suspicions have arisen whether a new international trap is being set to engage in visa trading and embezzle hundreds of millions of taka by peddling an imaginary dream of manpower export to a tiny country like Bhutan.
Currently, domestic economic crises and unemployment are skyrocketing. Millions of educated, able-bodied youths are living miserable lives due to a lack of employment. Failing to resolve the internal crises caused by a lack of new investment and the closure of industrial factories, the government is fabricating an unrealistic narrative of sending workers to Bhutan. Failing to create domestic employment and attempting to send workers to a micro-economy like Bhutan is no success; rather, it stands as clear evidence of the government's internal administrative and economic failure.
A nation's primary foreign policy priority should be to safeguard its image on the international stage and ensure the rights of its citizens. Before exporting manpower, it is mandatory to guarantee the destination country's labor laws, recruitment process transparency, minimum wage structures, and legal protections. However, an analysis of the BNP government's past and present operational methods shows a total absence of these policy preparations. If the Bhutan project is launched merely to line the pockets of syndicates and execute state-level political gimmicks by abandoning ethics and principles, it will push the lives of thousands of workers into extreme uncertainty and open yet another chapter of human trafficking.
