দক্ষিণ এশিয়ার ভূ-রাজনীতি ও ভৌগোলিক বাস্তবতায় বাংলাদেশ ও ভারতের পারস্পরিক নিরাপত্তা সহযোগিতা অত্যন্ত সংবেদনশীল ও কৌশলগত বিষয়। এরই ধারাবাহিকতায় বাংলাদেশ প্রতিরক্ষা গোয়েন্দা মহাপরিদপ্তরের (ডিজিএফআই) বিশেষ আমন্ত্রণে চার সদস্যের এক জ্যেষ্ঠ ভারতীয় নিরাপত্তা প্রতিনিধিদল সরকারি সফরে ঢাকায় পৌঁছেছেন। ২০২৬ সালের ৯ আগস্ট বেলা ২:৫৬ মিনিটে এয়ার ইন্ডিয়ার একটি নির্ধারিত ফ্লাইটে নতুন দিল্লি থেকে যাত্রা করে প্রতিনিধিদলটি ঢাকার হযরত শাহজালাল আন্তর্জাতিক বিমানবন্দরে অবতরণ করে।
একটি বিশেষ সূত্র নিশ্চিত করেছে, দ্বিপাক্ষিক আলোচনা ছাড়াও ভারত, বাংলাদেশ ও মিয়ানমার সীমান্ত সংলগ্ন ১২টি অত্যন্ত সংবেদনশীল পয়েন্টে উভয় দেশের কর্মকর্তারা সরজমিনে বিভিন্ন বিষয় পর্যবেক্ষণ করবেন। মিয়ানমারের অভ্যন্তরীণ সশস্ত্র সংঘাত, রাখাইন রাজ্যের সাম্প্রতিক পরিস্থিতি এবং মিয়ানমার সীমান্ত দিয়ে অস্ত্র ও মাদক চোরাচালানের মতো ঝুঁকিগুলো সীমান্ত নিরাপত্তার জন্য বড় হুমকি। এই অবস্থায় যৌথ পর্যবেক্ষণ ও গোয়েন্দা সমন্বয় বৃদ্ধি করার উদ্দেশ্যেই এ উদ্যোগ নেওয়া হয়েছে।
গোয়েন্দা নথি ও নয়া দিল্লি-ঢাকা দ্বিপাক্ষিক চ্যালেঞ্জ
এই সফরের টেবিলে উঠে আসছে নয়াদিল্লির দীর্ঘদিনের কিছু গোয়েন্দা উদ্বেগ। বিশেষ সূত্রে জানা যায়, ইতিপূর্বে নয়াদিল্লি থেকে স্যাটেলাইট চিত্র, কল রেকর্ড এবং মাঠপর্যায়ের নির্ভুল গোয়েন্দা তথ্য ঢাকাকে সরবরাহ করা হলেও, কাঙ্ক্ষিত প্রতিক্রিয়ার অভাব দেখা গেছে। অভিযোগ রয়েছে, আঞ্চলিক নিরাপত্তায় হুমকিস্বরূপ কিছু উগ্রবাদী গোষ্ঠীর তৎপরতার বিষয়ে কার্যকর পদক্ষেপ না নিয়ে স্থবিরতা বা বিষয়টিকে গুরুত্বহীন মনে করার প্রবণতা দেখানো হয়েছে।
বিশেষ করে 'লস্কর-ই-তৈয়্যবা' বা এর মতো আন্তর্জাতিকভাবে চিহ্নিত জঙ্গি সংগঠনগুলোর ছদ্মবেশী (আন্ডারকভার) তৎপরতা, তহবিল স্থানান্তর এবং গোপন কার্যক্রম সম্পর্কিত ১৬১ পৃষ্ঠার একটি বিশদ নথি আনুষ্ঠানিকভাবে পর্যালোচনার জন্য উপস্থাপিত হতে যাচ্ছে। এই নথিতে একাধিক অডিও কল এবং স্যাটেলাইট ট্র্যাকিং ডেটা অন্তর্ভুক্ত রয়েছে, যা আঞ্চলিক নিরাপত্তার ক্ষেত্রে দুই দেশের যৌথ উদ্যোগের কার্যকারিতাকে নতুন করে খতিয়ে দেখতে বাধ্য করছে।
আঞ্চলিক স্থিতিশীলতা বজায় রাখা উভয় দেশের জন্যই অর্থনৈতিক ও রাজনৈতিকভাবে অপরিহার্য। সীমান্ত সংলগ্ন ১২টি পয়েন্টে যৌথ নজরদারি এবং ১৬১ পৃষ্ঠার নথির ভিত্তিতে পর্যালোচনার মাধ্যমে দুই দেশের গোয়েন্দা সংস্থাগুলোর মধ্যকার তথ্যের ঘাটতি ও ভুল বোঝাবুঝি দূর হওয়ার সম্ভাবনা রয়েছে। এই সফর ডিজিএফআই ও ভারতীয় গোয়েন্দা সংস্থাগুলোর মধ্যে পেশাদারিত্বমূলক সমন্বয় বৃদ্ধি করে দক্ষিণ এশিয়ায় চরমপন্থা ও সীমান্ত অপরাধ দমনে এক গুরুত্বপূর্ণ ভূমিকা রাখবে।

In the geopolitics and geographical reality of South Asia, mutual security cooperation between Bangladesh and India is an extremely sensitive and strategic matter. In line with this, upon a special invitation from the Directorate General of Forces Intelligence (DGFI) of Bangladesh, a four-member senior Indian security delegation has arrived in Dhaka on an official visit. On August 9, 2026, at 2:56 PM, the delegation landed at Hazrat Shahjalal International Airport in Dhaka via a scheduled Air India flight from New Delhi.
A reliable source confirmed that apart from bilateral discussions, officials from both countries will conduct on-site field visits to 12 highly sensitive points along the Bangladesh-India-Myanmar border region. Myanmar's internal armed conflict, the recent situation in Rakhine State, and risks such as arms and drug smuggling across the Myanmar border pose major threats to border security. This initiative has been undertaken to bolster joint monitoring and intelligence coordination under these circumstances.
Intelligence Dossier and New Delhi-Dhaka Bilateral Challenges
Some of New Delhi's long-standing intelligence concerns are being brought to the table during this visit. According to special sources, although New Delhi previously provided Dhaka with satellite imagery, call records, and precise ground-level intelligence, there has been a perceived lack of the desired response. Concerns remain that instead of taking effective action against the activities of certain extremist groups threatening regional security, there has been a tendency toward inaction or underestimating the gravity of the matter.
Specifically, a detailed 161-page dossier regarding the undercover activities, fund transfers, and covert operations of internationally designated militant organizations like Lashkar-e-Taiba (or similar outfits) is set to be officially presented for review. This document includes multiple audio calls and satellite tracking data, forcing a fresh review of the effectiveness of joint initiatives between the two countries regarding regional security.
Maintaining regional stability is both economically and politically imperative for both nations. Joint monitoring across the 12 border points and a review based on the 161-page dossier are expected to help bridge information gaps and eliminate misunderstandings between the intelligence agencies of the two countries. By enhancing professional coordination between the DGFI and Indian intelligence agencies, this visit will play a crucial role in curbing extremism and cross-border crime in South Asia.
