বাংলাদেশের শহরাঞ্চলে প্রযুক্তিনির্ভর নিরাপত্তা ব্যবস্থা গড়ে তুলতে পাকিস্তানের ‘সেফ সিটি’ (Safe City) মডেল অনুসরণের সরকারি আগ্রহ নতুন করে আলোচনা তৈরি করেছে। তবে পাকিস্তানে প্রকল্পটির কার্যকারিতা নিয়ে ওঠা প্রশ্ন এবং সরকারি অডিটে উঠে আসা বিভিন্ন ত্রুটি এ উদ্যোগের বাস্তবতা নিয়ে সংশয় সৃষ্টি করেছে।
সম্প্রতি স্বরাষ্ট্রমন্ত্রী সালাউদ্দিন আহমেদ পাকিস্তানের ‘সেফ সিটি’ প্রকল্পকে বাংলাদেশের বিভিন্ন শহরে আধুনিক নিরাপত্তা ব্যবস্থার সম্ভাব্য মডেল হিসেবে উল্লেখ করেন। এর আগে দুই দেশের মধ্যে নিরাপত্তা প্রযুক্তি ও ‘সেফ সিটি’ মডেলে সহযোগিতার বিষয়েও আলোচনা হয় এবং বাংলাদেশি কর্মকর্তারা পাকিস্তানের কয়েকটি শহরের প্রকল্প পরিদর্শন করেন।
পাকিস্তানের গণমাধ্যম ও অডিট-সংক্রান্ত তথ্য অনুযায়ী, লাহোরে বিপুল ব্যয়ে বাস্তবায়িত ‘সেফ সিটি’ প্রকল্পে স্থাপিত হাজারো সিসিটিভি ক্যামেরার একটি বড় অংশ দীর্ঘ সময় অকার্যকর ছিল। ২০২২ সালের আনারকলি বাজারে বোমা হামলার তদন্তেও সরকারি ক্যামেরা থেকে পর্যাপ্ত কার্যকর ফুটেজ না পাওয়ায় তদন্তকারীদের বেসরকারি সিসিটিভির ওপর নির্ভর করতে হয়। পাশাপাশি বিদ্যুৎ বিভ্রাটে যোগাযোগ অবকাঠামো ব্যাহত হওয়া এবং রক্ষণাবেক্ষণ ঘাটতির অভিযোগও উঠে আসে।
নিরাপত্তা বিশ্লেষকদের মতে, আধুনিক নজরদারি ব্যবস্থা শুধু ক্যামেরা স্থাপনের মধ্যে সীমাবদ্ধ নয়; এর সফলতা নির্ভর করে নিরবচ্ছিন্ন বিদ্যুৎ, নির্ভরযোগ্য ডেটা অবকাঠামো, সাইবার নিরাপত্তা, দক্ষ জনবল এবং কার্যকর রক্ষণাবেক্ষণের ওপর। তাদের মতে, জননিরাপত্তার মতো গুরুত্বপূর্ণ খাতে প্রকল্প নির্বাচন আন্তর্জাতিক মান, প্রযুক্তিগত সক্ষমতা, ব্যয়-সাশ্রয় ও বাস্তব কার্যকারিতার ভিত্তিতে হওয়া উচিত। এ বিষয়ে সরকার বা সংশ্লিষ্ট কর্তৃপক্ষের আনুষ্ঠানিক অবস্থান এখনও বিস্তারিতভাবে প্রকাশ করা হয়নি।

Home Affairs Adviser Salahuddin Ahmed recently referred to Pakistan’s Safe City initiative as a possible model for enhancing urban surveillance and public security in Bangladesh. The issue was also discussed during bilateral meetings on security technology, while Bangladeshi officials previously visited Safe City projects in several Pakistani cities.
According to Pakistani media reports and audit findings, a significant number of CCTV cameras installed under the Lahore Safe City project remained non-functional despite substantial public investment. Following the 2022 bombing at Lahore’s Anarkali Bazaar, investigators reportedly relied on footage from privately owned surveillance cameras after government-operated cameras failed to provide sufficient evidence. Reports also cited power-related disruptions and maintenance deficiencies that affected the system’s overall performance.
Security analysts argue that an effective smart surveillance system requires far more than installing cameras. Reliable electricity, secure data infrastructure, cybersecurity, skilled personnel, regular maintenance, and rapid data analysis are all essential for success. They maintain that decisions on public security projects should be guided by technical capability, international standards, cost-effectiveness, and proven performance rather than by political or diplomatic considerations. The Bangladeshi government has not yet publicly outlined detailed implementation plans for the proposed model.
