একটি দেশের সাধারণ মানুষের বেঁচে থাকার শেষ ভরসাটুকু কোথায় থাকে? নিশ্চিতভাবেই তার চিকিৎসা ও ওষুধের ওপর। কিন্তু যখন সেই বেঁচে থাকার মৌলিক উপাদানটিই সাধারণ মানুষের নাগালের বাইরে ঠেলে দিয়ে গুটিকয়েক ব্যবসায়ীর পকেট ভরানোর হাতিয়ার বানানো হয়, তখন তা কেবল নীতিগত ব্যর্থতা থাকে না—তা হয়ে ওঠে কোটি কোটি মানুষের সাথে চরম বিশ্বাসঘাতকতা।
প্রশাসনিক দোহাইয়ের আড়ালে ব্যবসায়ীদের স্বার্থরক্ষা
দীর্ঘ ৩২ বছর পর যখন চিকিৎসাবিজ্ঞানের আধুনিক বাস্তবতাকে মেনে অত্যাবশ্যকীয় ওষুধের তালিকা ১১৭টি থেকে ২৯৭টিতে উন্নীত করা হয়েছিল, তখন এক বুক আশা বেঁধেছিল দেশের সাধারণ মানুষ। কিন্তু সে আশার আলো নিভতে সময় লাগেনি। 'জাতীয় ওষুধ উপদেষ্টা পরিষদের পরামর্শ নেওয়া হয়নি'—এমন একটি পদ্ধতিগত অজুহাত সামনে এনে গত ৩ আগস্ট মন্ত্রিসভার এক ঝটকা সিদ্ধান্তে সেই সম্প্রসারিত তালিকা বাতিল করে দেওয়া হলো।
অথচ কী নৃশংস সত্য লুকিয়ে আছে এই অজুহাতের পেছনে! ঢাকা বিশ্ববিদ্যালয়ের ফার্মেসি বিভাগের চেয়ারম্যান ও ওই পরিষদের সদস্য ড. জাকির আহমেদ চৌধুরী নিজেই স্পষ্ট করেছেন, নতুন সরকার উপদেষ্টা পরিষদ গঠনের পর আজ পর্যন্ত তাদের একটা সভাও ডাকেনি। যে পরামর্শ না নেওয়ার অভিযোগে আগের তালিকা ফেলা হলো, ঠিক একই 'ভুল' করে বর্তমান সরকারও পরিষদকে সম্পূর্ণ অন্ধকারে রেখে সিদ্ধান্ত নিল। পরিষ্কার বোঝা যায়, এটা আইনি ত্রুটি সংশোধন নয়; বরং প্রশাসনিক ক্ষমতার অপব্যবহার করে ওষুধ ব্যবসায়ীদের বহুদিনের দাবি মেটানোর এক নির্লজ্জ মহড়া।
৩২ বছর আগের তালিকায় ফেরা মানেই স্বাস্থ্যখাতকে ধ্বংসের মুখে ফেলা
আধুনিক যুগে ক্যানসার, ডায়াবেটিস, কিংবা হৃদরোগের মতো জটিলব্যাধি ঘরে ঘরে। অন্তর্বর্তী সরকারের ২৯৭টি ওষুধের তালিকায় এসব জটিল ও জীবন রক্ষাকারী আধুনিক ওষুধ অন্তর্ভুক্ত ছিল, যেন সরকার এগুলোর দাম নির্ধারণ করে দিতে পারে। কিন্তু সরকার আজ দেশকে ঠেলে দিল ১৯৯৪ সালের পুরোনো ১১৭টি ওষুধের তালিকায়।
চিকিৎসাবিজ্ঞান ও প্রযুক্তি যেখানে গত ৩০ বছরে আমূল বদলে গেছে, সেখানে তিন দশক পুরোনো তালিকায় ফেরত যাওয়া কি চরম আত্মঘাতী সিদ্ধান্ত নয়? ওষুধ প্রশাসন অধিদপ্তরের তথ্যমতে, ১৯৯৪ সালের সেই ১১৭টি ওষুধের মধ্যে বর্তমানে দেশীয় বাজারে পাওয়া যায় মাত্র ৩০টির মতো। বাকি ওষুধগুলোর এখন উৎপাদনেই নেই! অর্থাৎ, এই তালিকার ওপর ভিত্তি করে সাধারণ মানুষ কোনো সাশ্রয়ী বা কার্যকর ওষুধ পাবে না। ফলে বাজারে থাকা আধুনিক ওষুধগুলোর দাম নির্ধারণের একচ্ছত্র ক্ষমতা আবার চলে গেল সিন্ডিকেট ও ওষুধ কোম্পানিগুলোর হাতে।
নজরদারির অভাব এবং মধ্যবিত্ত ও দরিদ্রের ওপর চাবুক
আমাদের দেশের স্বাস্থ্য খাতে ওষুধের দাম তদারকি করার মতো প্রাতিষ্ঠানিক সক্ষমতা সরকারের এমনিতেই দুর্বল। ঢাকা বিশ্ববিদ্যালয়ের স্বাস্থ্য অর্থনীতি ইনস্টিটিউটের পরিচালক ড. সুফিয়ান নাহিন শিমুল যেমনটি তুলে ধরেছেন—একটি প্যারাসিটামলের সাধারণ রূপ তালিকায় থাকলেও কোম্পানিগুলো 'এক্সট্রা' বা 'এক্সটেন্ডেড' ট্যাগ লাগিয়ে দ্বিগুণ দামে বাজারে বেচছে। এই অনিয়ন্ত্রিত ব্যবস্থার মধ্যে রাষ্ট্র যখন ২৯৭টি ওষুধের দাম নিয়ন্ত্রণের হাত থেকে গুটিয়ে নেয়, তখন সাধারণ মানুষের পকেট কেটে রক্ত চোষার ষোলো কলা পূর্ণ হয়।
জনস্বাস্থ্য বিশেষজ্ঞ মুশতাক হোসেন সত্যটি অনায়াসেই উন্মোচন করেছেন—ভুল থাকলে বিশেষজ্ঞ কমিটি বসিয়ে তা সংশোধন করা যেত। কিন্তু পুরো নীতিমালাটাই কবরে পাঠিয়ে দেওয়া প্রমাণ করে, এখানে সাধারণ জনগণের স্বাস্থ্যের চেয়ে ওষুধ শিল্পের বাণিজ্যিক সুবিধাকেই মাথায় তুলে রাখা হয়েছে।
নীরবতায় ঢাকা দায়বদ্ধতা
এই এক সিদ্ধান্তে দেশের কোটি কোটি নিম্নবিত্ত ও মধ্যবিত্ত মানুষের দীর্ঘশ্বাস ভারী হচ্ছে। প্রতিদিনের প্রয়োজনীয় জীবনের ওষুধ কিনতে গিয়ে যখন একজন বাবাকে সন্তানের পড়ার খরচ কাটছাঁট করতে হবে, তখন কোথায় থাকবে রাষ্ট্রের সামাজিক নিরাপত্তা? আরও উদ্বেগজনক বিষয় হলো, এ নিয়ে স্বাস্থ্য মন্ত্রণালয়ের দায়িত্বপ্রাপ্ত কেউ মুখ খুলছেন না। বারবার যোগাযোগের চেষ্টা সত্ত্বেও সরকারের এই নীরবতা জানিয়ে দেয়—জনগণের কাঠগড়ায় দাঁড়িয়ে উত্তর দেওয়ার মতো মুখ তাদের নেই।
প্রশাসনিক কৌশলের আড়ালে কোটি মানুষের জীবন নিয়ে এই ছিনিমিনি খেলা বন্ধ হওয়া জরুরি। জনস্বাস্থ্য কোনো করপোরেট মুনাফার জায়গা হতে পারে না। কোনো অজুহাতেই দেশের সাধারণ মানুষকে ওষুধ কোম্পানির জিম্মি বানানো মেনে নেওয়া যায় না।

But when that basic element of survival is pushed beyond the reach of the general public to turn it into a tool for stuffing the pockets of a few businessmen, it no longer remains a mere policy failure—it becomes a supreme betrayal of millions of people.
Protecting Business Interests Behind Administrative Excuses
After 32 long years, when the essential drugs list was expanded from 117 to 297 in line with the modern realities of medical science, the ordinary people of the country harbored great hope. However, it did not take long for that ray of hope to fade. Citing a procedural excuse—that the "National Drug Advisory Council was not consulted"—the expanded list was scrapped in a sudden decision by the Cabinet on August 3.
Yet, what a cruel truth lies behind this pretext! Dr. Zakir Ahmed Chowdhury, Chairman of the Department of Pharmacy at Dhaka University and a member of that council, himself clarified that the new government has not called a single meeting of the advisory council since its formation to date. On the very same charge of "lack of consultation" used to throw out the previous list, the current government made its decision while keeping the council completely in the dark, committing the exact same "error." It is crystal clear that this is not the correction of a legal flaw; rather, it is a blatant display of administrative power abuse to fulfill the long-standing demands of pharmaceutical merchants.
Returning to a 32-Year-Old List Means Pushing the Health Sector to Ruin
In the modern era, complex illnesses like cancer, diabetes, and heart diseases are in every household. These complex and life-saving modern medicines were included in the interim government's list of 297 drugs so that the government could fix their prices. But today, the government pushed the country back to the outdated list of 117 drugs from 1994.
When medical science and technology have transformed radically over the last 30 years, isn't returning to a three-decade-old list an extreme suicidal decision? According to the Directorate General of Drug Administration (DGDA), only around 30 of those 117 drugs from 1994 are currently available in the domestic market. The remaining drugs are not even in production anymore! In other words, based on this list, ordinary people will get no affordable or effective medicines. As a result, the exclusive power to determine the prices of modern drugs in the market has once again shifted to syndicates and pharmaceutical companies.
Lack of Oversight and the Whip on the Middle Class and the Poor
The government's institutional capacity to monitor drug prices in our country's health sector is already weak. As highlighted by Dr. Sufiar Nahin Shimul, Director of the Institute of Health Economics at Dhaka University—even if a standard form of paracetamol is on the list, companies sell it at double the price by adding "Extra" or "Extended" tags. In the middle of this unregulated system, when the state retracts its hand from controlling the prices of 297 medicines, the exploitation of ordinary people reaches its absolute peak.
Public health expert Mushtaq Hussain uncovered the truth quite effortlessly—if there were errors, they could have been rectified by forming an expert committee. But sending the entire policy to its grave proves that the commercial benefits of the pharmaceutical industry have been prioritized over the health of the general public.
Accountability Shrouded in Silence
With this single decision, the sighs of millions of low- and middle-income people in the country grow heavier. When a father has to cut down on his child's education expenses to buy daily required medicines, where does the state's social security lie? What is even more alarming is that no one in charge of the Ministry of Health is speaking out about this. Despite repeated attempts to contact them, the government's silence signals that they lack the nerve to face the public's courtroom.
Playing with the lives of millions behind the veil of administrative maneuvers must stop immediately. Public health cannot be an arena for corporate profit. Under no pretext can the ordinary people of the country be held hostage by pharmaceutical companies.
