বাংলাদেশকে এখনো আমরা কৃষিনির্ভর দেশ বলি। কারণ দেশের বিপুলসংখ্যক মানুষ এখনো প্রত্যক্ষ বা পরোক্ষভাবে কৃষির ওপর নির্ভরশীল। তাই কৃষিজমি থেকে কাঙ্ক্ষিত ফলন পেতে চাষাবাদের শুরু থেকে ফসল ঘরে তোলা পর্যন্ত বেশ কিছু গুরুত্বপূর্ণ বিষয়ের প্রতি নজর রাখতে হয়। এর মধ্যে রয়েছে—মাটির স্বাস্থ্য, উন্নত বীজ, উপযুক্ত আবহাওয়া, বীজ বা চারা রোপণের সঠিক দূরত্ব ও গভীরতা, পরিমিত সার প্রয়োগ, পরিকল্পিত সেচ ও নিষ্কাশনব্যবস্থা, রোগবালাই ও পোকামাকড় দমন, আগাছা নিয়ন্ত্রণ, শস্য আবর্তন এবং সঠিক সময়ে ফসল সংগ্রহ, ইত্যদি।
কৃষিকাজের প্রতিটি ধাপেরই একটি উপযুক্ত সময় ও পদ্ধতি রয়েছে। সেগুলো যথাযথভাবে অনুসরণ করা গেলে উৎপাদন বাড়ে, খরচ কমে এবং কৃষকও কাঙ্ক্ষিত লাভের মুখ দেখতে পারেন।
প্রকল্পের পটভূমি ও লক্ষ্য
বাংলাদেশকে কৃষি-পরিবেশগত বৈশিষ্ট্যের ভিত্তিতে ৩০টি অ্যাগ্রো-ইকোলজিক্যাল জোন বা কৃষি-পরিবেশ অঞ্চল হিসেবে ভাগ করা হয়েছে। কিন্তু জনসংখ্যা বৃদ্ধি, নগরায়ণ, জলবায়ু পরিবর্তন এবং আবাদযোগ্য জমির ওপর ক্রমবর্ধমান চাপের কারণে শুধু অঞ্চলভিত্তিক শ্রেণিবিন্যাসই যথেষ্ট নয়। দেশের খাদ্যনিরাপত্তা নিশ্চিত করতে প্রয়োজন আরও সূক্ষ্ম ও তথ্যভিত্তিক পরিকল্পনা।
এই বাস্তবতা বিবেচনায় শেখ হাসিনার সরকার ২০২০ সালের ২৯ সেপ্টেম্বর একনেক সভায় মৌজা ও প্লটভিত্তিক জাতীয় ডিজিটাল ভূমি জোনিং এবং ডিজিটাল ভূমি ব্যবহার মানচিত্র তৈরির প্রকল্প অনুমোদন করে।
প্রকল্পটির মূল লক্ষ্য হলো দেশের বিভিন্ন এলাকার মাটি, ভূমির ধরন, ব্যবহার, জলাবদ্ধতা, পানি নিষ্কাশনসহ নানা বৈশিষ্ট্যের তথ্য সংগ্রহ ও বিশ্লেষণ করে ভূমির সর্বোত্তম ব্যবহার নিশ্চিত করা। অর্থাৎ কোন এলাকায় কোন ধরনের ফসল চাষ উপযোগী, কোথায় কৃষি সম্প্রসারণের সুযোগ রয়েছে এবং কোথায় কৃষিজমি সংরক্ষণ জরুরি—এসব বিষয়ে একটি তথ্যভিত্তিক নির্দেশনা তৈরি করা।
‘দেশের এক ইঞ্চি আবাদযোগ্য জমিও যাতে অনাবাদি পড়ে না থাকে এবং একই সঙ্গে জমির যথাযথ ব্যবহার নিশ্চিত হয়’—এই বৃহত্তর লক্ষ্যেই মৌজা ও প্লটভিত্তিক ডিজিটাল ভূমি জোনিং ও ভূমি ব্যবহার মানচিত্র তৈরির উদ্যোগ নেওয়া হয়েছে।
সয়েল ম্যাপিং কীভাবে কাজে লাগে
এই প্রকল্পের একটি গুরুত্বপূর্ণ দিক হলো সয়েল ম্যাপিং বা মৃত্তিকা মানচিত্রায়ন। এর মাধ্যমে জমির মাটির বৈশিষ্ট্য সম্পর্কে বিস্তারিত তথ্য পাওয়া সম্ভব। কোথায় কোন পুষ্টি উপাদান—যেমন নাইট্রোজেন, ফসফরাস ও পটাশিয়াম—কম বা বেশি রয়েছে, তা জানা গেলে জমির প্রয়োজন অনুযায়ী সুষম সার প্রয়োগ করা যায়। এতে যেমন সারের অপচয় কমে, তেমনি মাটির স্বাস্থ্যও রক্ষা করা সম্ভব হয়।
সব মাটিতে সব ফসল ভালো হয় না। রাজশাহীর আমের মতো আম কুমিল্লায় হয় না, আবার দিনাজপুরের লিচুর মতো লিচু নোয়াখালীর সব এলাকায় ভালো নাও হতে পারে। তাই কোনো এলাকায় প্রচলিত ফসলের বাইরে অন্য কোন ফসল বেশি লাভজনকভাবে উৎপাদন করা সম্ভব, সেটিও জানা জরুরি।
সয়েল ম্যাপিংয়ের মাধ্যমে জমির মাটির টেক্সচার বা বুনট, পানি ধারণক্ষমতা, নিষ্কাশন বৈশিষ্ট্য এবং অন্যান্য গুণাগুণ সম্পর্কে ধারণা পাওয়া যায়। ফলে কোন জমিতে কোন ফসল ভালো হবে, কখন সেচ দিতে হবে এবং কী পরিমাণ পানি প্রয়োজন হতে পারে—এসব বিষয়ে আরও কার্যকর সিদ্ধান্ত নেওয়া সম্ভব হয়।
একইভাবে মাটির pH মাত্রা জানা থাকলে অম্লীয় বা ক্ষারীয় মাটি সংশোধনের জন্য প্রয়োজন অনুযায়ী চুন বা ডলোমাইট ব্যবহারের সিদ্ধান্ত নেওয়া সহজ হয়।
পাহাড়ি বা ঢালু এলাকায় মাটির মানচিত্রের মাধ্যমে ভূমিক্ষয়প্রবণ অঞ্চল চিহ্নিত করা সম্ভব। সেই অনুযায়ী টেকসই কৃষিপদ্ধতি গ্রহণ করা যায়। এমনকি সময়ের সঙ্গে জলবায়ু পরিবর্তনের প্রভাবে মাটির গুণাগুণে কী ধরনের পরিবর্তন ঘটছে, তাও পর্যবেক্ষণ ও বিশ্লেষণ করা সম্ভব হবে।
বাংলাদেশে অনলাইন সয়েল ম্যাপিং ও মাটির বৈশিষ্ট্য-সংক্রান্ত বিভিন্ন তথ্য মৃত্তিকা সম্পদ উন্নয়ন ইনস্টিটিউট (SRDI) এবং বাংলাদেশ কৃষি গবেষণা কাউন্সিল (BARC)-এর বিভিন্ন অনলাইন প্ল্যাটফর্মে পাওয়া যায়, সময়ে সময়ে যা আপডেট করা হবে।
উদ্যোক্তা ও কৃষি অর্থনীতির নতুন সম্ভাবনা
এই প্রকল্পের গুরুত্ব শুধু বর্তমান কৃষকদের জন্য নয়; কৃষি খাতে ভবিষ্যৎ উদ্যোক্তা তৈরির ক্ষেত্রেও এর বড় সম্ভাবনা রয়েছে। তথ্যভিত্তিক কৃষি পরিকল্পনা নতুন প্রজন্মের উদ্যোক্তাদের প্রচলিত পদ্ধতির বাইরে গিয়ে সম্ভাবনাময় ও বিশেষায়িত কৃষি উদ্যোগ গ্রহণের সুযোগ করে দিতে পারে।
এর মাধ্যমে স্থানীয় সম্পদ ও পরিবেশের সঙ্গে সামঞ্জস্য রেখে অঞ্চলভিত্তিক বিশেষায়িত ফসল উৎপাদনের সুযোগ বাড়বে। একই সঙ্গে ঐতিহ্যবাহী ‘ক্রপিং প্যাটার্ন’ বা ফসল বিন্যাসেও ইতিবাচক পরিবর্তন আনা সম্ভব হতে পারে।
এ ক্ষেত্রে জাপানের ‘ওয়ান ভিলেজ, ওয়ান প্রোডাক্ট’ (OVOP) ধারণা এবং থাইল্যান্ডের ‘ওয়ান তাম্বন, ওয়ান প্রোডাক্ট’ (OTOP) কর্মসূচির অভিজ্ঞতা আমাদের জন্য অনুপ্রেরণার হতে পারে। স্থানীয় কোনো একটি পণ্যকে কেন্দ্র করে একটি অঞ্চলকে বিশেষায়িত করা গেলে উৎপাদনের পাশাপাশি বিপণন, প্রক্রিয়াজাতকরণ ও রপ্তানির নতুন সুযোগও সৃষ্টি হয়।
অঞ্চলভিত্তিক পরিচিত ফসল
বাংলাদেশের বিভিন্ন অঞ্চল ইতিমধ্যেই বিশেষ কিছু কৃষিপণ্যের জন্য পরিচিত। যেমন—দক্ষিণাঞ্চলের নারকেল, কুষ্টিয়ার পান, রাজশাহী ও চাঁপাইনবাবগঞ্জের আম, দিনাজপুর ও রাজশাহীর লিচু, মুন্সিগঞ্জ ও রংপুরের আলু, দিনাজপুরের ধান, রংপুর ও নীলফামারীর তামাক, ফরিদপুরের পাট, টাঙ্গাইলের আনারস, পিরোজপুরের (স্বরূপকাঠি) ও বরিশালের পেয়ারা এবং সিলেটের চা, ইত্যাদি।
তবে কৃষির সম্ভাবনা কেবল প্রচলিত পরিচিতির মধ্যে সীমাবদ্ধ নয়। এখন ঈশ্বরদীতেও ভালো লিচু উৎপাদিত হচ্ছে, সাতক্ষীরার আম বিদেশে রপ্তানি হচ্ছে, আবার বরিশালেও উল্লেখযোগ্য পরিমাণে তরমুজ উৎপাদন হচ্ছে।
অর্থাৎ সঠিক তথ্য ও বৈজ্ঞানিক বিশ্লেষণের ভিত্তিতে ভবিষ্যতে দেশের আরও অনেক এলাকায় এমন কিছু ফসলের উৎপাদন সম্ভব হতে পারে, যা এখনো আমাদের অনেকের কল্পনার বাইরে।
এখানেই ডিজিটাল ভূমি জোনিং ও সয়েল ম্যাপিংয়ের বড় অর্থনৈতিক সম্ভাবনা রয়েছে। কোনো অঞ্চলে যদি নির্দিষ্ট কৃষিপণ্যের উদ্বৃত্ত উৎপাদন গড়ে ওঠে, তাহলে দেশি-বিদেশি উদ্যোক্তারা সেই পণ্যকে কেন্দ্র করে প্রক্রিয়াজাতকরণ শিল্প গড়ে তুলতে পারবেন। এর ফলে কৃষকের বাজার সম্প্রসারিত হবে, কৃষিপণ্যের মূল্য সংযোজন বাড়বে এবং কৃষিভিত্তিক শিল্পের বিকাশের পাশাপাশি নতুন কর্মসংস্থানের সুযোগ সৃষ্টি হবে।
অগ্রগতি ও ভবিষ্যৎ পরিকল্পনা
সাম্প্রতিক ভূমি জোনিং ও মৃত্তিকা গবেষণা-সংক্রান্ত বিভিন্ন উদ্যোগের ফলে বাংলাদেশের সয়েল ম্যাপিং ও ভূমি ব্যবহারের তথ্য ধীরে ধীরে ডিজিটাল প্ল্যাটফর্মে যুক্ত হচ্ছে। দেশের বিভিন্ন প্রান্তের জমির বৈশিষ্ট্য, ভূমির ব্যবহার এবং কৃষির সম্ভাবনা সম্পর্কে তথ্যভিত্তিক পরিকল্পনা গ্রহণের সুযোগও বাড়ছে।
পরিকল্পিত নগরায়ণ নিশ্চিত করা, কৃষিজমি সংরক্ষণ এবং ভূমির সঠিক ব্যবহার নিশ্চিত করার লক্ষ্যে জমিকে বিভিন্ন শ্রেণি বা ক্যাটাগরিতে ভাগ করে ম্যাপিং করা হচ্ছে। ইতিমধ্যে দেশের বিভিন্ন উপজেলার সয়েল ম্যাপিং সম্পন্ন হয়েছে এবং পর্যায়ক্রমে দেশের সব ৪৯৫টি উপজেলার ল্যান্ড জোনিং ও সয়েল ম্যাপিং ডেটাবেজ তৈরির লক্ষ্যমাত্রা নির্ধারণ করা হয়েছে।
এ ধরনের প্রকল্পের সুফল এক-দুই বছরের মধ্যে সবসময় দৃশ্যমান হয় না। কারণ এটি মূলত দীর্ঘমেয়াদি কৃষি পরিকল্পনা ও ভূমি ব্যবস্থাপনার ভিত্তি তৈরি করে। কিন্তু আজ যে তথ্যভিত্তিক অবকাঠামো গড়ে তোলা হচ্ছে, তার ওপর ভিত্তি করেই আগামী দিনে কৃষক, উদ্যোক্তা, গবেষক ও নীতিনির্ধারকেরা আরও কার্যকর সিদ্ধান্ত নিতে পারবেন।
কোন জমিতে কী চাষ হবে, কোথায় কৃষিজমি রক্ষা করতে হবে, কোথায় বিশেষায়িত কৃষি গড়ে তোলা সম্ভব এবং কোথায় কৃষিপণ্যভিত্তিক শিল্প স্থাপনের সম্ভাবনা রয়েছে—এসব প্রশ্নের উত্তর যত বেশি তথ্যনির্ভর হবে, বাংলাদেশের কৃষিও তত বেশি লাভজনক, আধুনিক ও টেকসই হয়ে উঠবে।
শেখ হাসিনার সরকারের সময় নেওয়া ডিজিটাল ভূমি জোনিং ও সয়েল ম্যাপিংয়ের মতো উদ্যোগ তাই শুধু বর্তমান কৃষির জন্য নয়; ভবিষ্যৎ প্রজন্মের খাদ্যনিরাপত্তা, কৃষি অর্থনীতি এবং পরিকল্পিত ভূমি ব্যবস্থাপনার জন্যও গুরুত্বপূর্ণ ভিত্তি তৈরি করতে পারবে।

We still call Bangladesh an agrarian country because a large portion of the population remains directly or indirectly dependent on agriculture. Therefore, to achieve the desired yield from agricultural land, several crucial factors must be monitored from the beginning of cultivation up to the harvest. These include soil health, improved seeds, suitable weather, proper spacing and depth for planting seeds or seedlings, balanced fertilizer application, planned irrigation and drainage systems, pest and disease control, weed management, crop rotation, and timely harvesting.
Every stage of agricultural activity has an appropriate time and method. Following them properly increases production, reduces costs, and allows farmers to see the desired profits.
Project Background and Objectives
Bangladesh is categorized into 30 Agro-Ecological Zones (AEZ) based on agro-environmental characteristics. However, due to population growth, urbanization, climate change, and increasing pressure on arable land, zone-based classification alone is no longer sufficient. Ensuring the country's food security requires finer and data-driven planning.
Considering this reality, the government led by Sheikh Hasina approved a project during the ECNEC meeting on September 29, 2020, to create a mauza- and plot-based national digital land zoning and digital land use map.
The primary goal of this project is to collect and analyze data on various land features across the country—such as soil characteristics, land type, usage, waterlogging, and drainage—to ensure optimal land use. In other words, it aims to create data-driven guidelines indicating which crops are suitable for specific areas, where opportunities for agricultural expansion exist, and where agricultural land conservation is urgent.
This initiative to create mauza- and plot-based digital land zoning and land-use maps was undertaken with the broader goal that "not a single inch of arable land in the country remains uncultivated while ensuring proper utilization of land."
How Soil Mapping Helps
A key aspect of this project is soil mapping. It enables detailed insights into soil characteristics. By identifying areas with deficits or surpluses of specific nutrients—such as nitrogen, phosphorus, and potassium—balanced fertilizer can be applied based on the land's actual requirements. This minimizes fertilizer waste and preserves soil health.
Not all crops thrive in every soil type. Mangoes grown in Comilla do not match those from Rajshahi, nor do lychees in Noakhali match the quality of those from Dinajpur. Therefore, identifying alternative, highly profitable crops beyond traditional ones for a specific area is essential.
Soil mapping offers clear insights into soil texture, water retention capacity, drainage properties, and other quality attributes. Consequently, it allows for more effective decision-making regarding which crop will suit a piece of land, when to irrigate, and how much water is needed.
Similarly, knowing the soil pH level makes it easier to decide on applying lime or dolomite to amend acidic or alkaline soils.
In hilly or sloping areas, soil mapping helps identify erosion-prone zones, enabling the adoption of sustainable farming practices. It will also allow for monitoring and analyzing how climate change alters soil quality over time.
In Bangladesh, online soil mapping and soil property data are available on various online platforms managed by the Soil Resource Development Institute (SRDI) and the Bangladesh Agricultural Research Council (BARC), which are updated periodically.
New Prospects for Entrepreneurs and Agro-Economy
The significance of this project extends beyond current farmers; it holds immense potential for fostering future entrepreneurs in the agricultural sector. Data-driven agricultural planning offers the new generation of entrepreneurs opportunities to venture beyond conventional methods into promising, specialized agricultural initiatives.
This will enhance opportunities for region-based specialized crop production aligned with local resources and environmental conditions. Simultaneously, it can bring positive shifts to traditional cropping patterns.
In this regard, Japan’s "One Village, One Product" (OVOP) concept and Thailand’s "One Tambon, One Product" (OTOP) program can serve as inspiration. Specializing a region around a specific local product creates new avenues for marketing, processing, and export alongside production.
Region-Specific Crops
Various regions in Bangladesh are already known for specific agricultural products. Examples include coconuts in the southern region, betel leaves in Kushtia, mangoes in Rajshahi and Chapainawabganj, lychees in Dinajpur and Rajshahi, potatoes in Munshiganj and Rangpur, paddy in Dinajpur, tobacco in Rangpur and Nilphamari, jute in Faridpur, pineapples in Tangail, guavas in Pirojpur (Swarupkathi) and Barishal, and tea in Sylhet.
However, agricultural potential is not limited to traditional reputations. High-quality lychees are now grown in Ishwardi, mangoes from Satkhira are exported abroad, and Barishal produces significant quantities of watermelon.
In other words, based on accurate data and scientific analysis, many more areas across the country could produce crops in the future that are currently beyond imagination.
Here lies the major economic potential of digital land zoning and soil mapping. If a region develops a surplus production of a specific agricultural commodity, domestic and foreign entrepreneurs can establish processing industries centered around that product. This will expand farmers' markets, add value to agricultural produce, foster agro-based industries, and generate new employment opportunities.
Progress and Future Plans
Thanks to recent initiatives in land zoning and soil research, soil mapping and land use data in Bangladesh are gradually being integrated into digital platforms. This enhances the scope for data-driven planning regarding land characteristics, land use, and agricultural potential across various regions.
To ensure planned urbanization, conserve agricultural land, and guarantee proper land utilization, land is being mapped into distinct categories. Soil mapping for several upazilas has already been completed, with a phased target set to establish a land zoning and soil mapping database for all 495 upazilas in the country.
The benefits of such projects are not always immediately visible within one or two years, as they establish the foundation for long-term agricultural planning and land management. However, the data-driven infrastructure built today will empower farmers, entrepreneurs, researchers, and policymakers to make more effective decisions in the coming days.
The more data-driven the answers are to questions like which crops to grow on which land, where to conserve farmland, where to establish specialized agriculture, and where potential exists for agro-based industries, the more profitable, modern, and sustainable Bangladesh's agriculture will become.
Therefore, initiatives like digital land zoning and soil mapping undertaken during Sheikh Hasina’s government will build an essential foundation not only for current agriculture but also for the food security, agricultural economy, and planned land management of future generations.
