Anatomy of Minority Persecution and Ethnic Dispossession
A national documentation report by the Human Rights Congress for Bangladesh Minorities (HRCBM) reveals a structural crisis facing religious and ethnic minority communities. Between January and April 2026, at least 505 discrete incidents of violence were documented spanning 62 of Bangladesh’s 64 districts. Rather than isolated criminal acts, observers warn that these attacks follow a cyclic pattern tied directly to political instability. When state authority weakens, non-state actors and partisan networks weaponize religious differences to seize valuable real estate, loot businesses, and intimidate families into fleeing their ancestral homes.

This legal regression coincides with a sharp rise in violent crime:

• Skyrocketing Helpline Calls: Reflecting the widespread scale of violence, emergency calls to the national Child Helpline (1098) skyrocketed from a historical average of 8,021 to over 26,300, exposing a severe child safety crisis.
Corruption in Medical Supplies and Social Safety Nets
Compounding institutional decay is widespread corruption engineered by ruling party activists within critical state distribution systems.
• Medical Procurement Rackets: Following the vaccine cold-chain collapse, local political networks and affiliated youth fronts engaged in systemic extortion and illicit siphoning of emergency medical stocks. Pediatric medicine, testing kits, and basic hospital supplies intended for public wards were illegally diverted into private markets or hoarded for political kickbacks, exacerbating the mortality rate during the measles emergency.
• Extortion and Fraud in 'Family Card' Schemes: The government's flagship social safety net program, designed to issue "Family Cards" for subsidized food and direct monthly cash transfers to low-income households, has been heavily compromised by local ruling party activists. Grassroots cadres have been documented demanding illicit fees, confiscating National ID cards, and operating illegal sub-agents to sell state welfare cards directly to vulnerable villagers. Daily wage earners, poor women, and rickshaw pullers are routinely extorted or fraudulently deprived of relief, subverting the social safety network into a tool for partisan enrichment.
Public Health Collapse and the Rohingya Refugee Crisis
Compounding the collapse of civil order is a catastrophic public health failure. Administrative delays and failed vaccine supply chain management between 2024 and 2025 catalyzed a massive measles outbreak in 2026. By May 2026, health authorities recorded over 73,000 children exhibiting symptoms, more than 59,000 hospitalizations, and a death toll of 594 child fatalities. Pediatric wards were overwhelmed, with sick children receiving treatment on floors due to acute shortages of hospital beds, testing kits, and basic medical supplies.
Simultaneously, the security environment inside the Rohingya refugee camps in Cox’s Bazar has deteriorated sharply. Strained by global funding shortages, the camps have become operational hubs for transnational criminal syndicates, human trafficking networks, forced recruitment, and rampant extortion, posing a direct threat to regional stability.
Strategic Recommendations to Address Challenges
To protect vulnerable populations and rebuild social cohesion, Bangladesh must take urgent action:
1. Establish Fast-Track Protection Frameworks for Minorities and Women: Form independent task forces to investigate temple attacks, land-grabbing, and ethnic displacement in the Chittagong Hill Tracts and Sylhet, ensuring prompt prosecution and land restoration.
2. Overhaul Child Protection and Emergency Response: Deploy specialized, child-friendly police units in every district, expand the capacity of the national 1098 Helpline, and enforce zero-tolerance penalties for gender-based violence.
3. Emergency Health Systems & Anti-Corruption Oversight: Rebuild vaccine cold-chain logistics, eliminate party-linked extortion in medical supply procurement, replenish pediatric medical stocks, and partner with international agencies like UNICEF to contain the measles outbreak.
4. Cleanse Social Safety Net Welfare Schemes: Implement transparent, direct digital disbursements for "Family Cards" to eliminate political intermediaries, auditing local party cadres involved in fraud and extortion against low-income cardholders.
5. Secure International Aid for Border and Camp Security: Collaborate with international donors to address funding shortfalls in Cox’s Bazar while stepping up joint security operations to dismantle human trafficking networks operating within refugee camps.
6. Strengthen Community Clinics and Union Health & Family Welfare Centers: Systematic efforts should be made to ensure human resources and medical supplies are directly delivered to CCs and UHFWCs without partisan interference.
