বাংলাদেশের গণতন্ত্র, মানবাধিকার, রাজনৈতিক অন্তর্ভুক্তি এবং ভবিষ্যৎ গণতান্ত্রিক শাসনব্যবস্থা নিয়ে যুক্তরাজ্যের অক্সফোর্ড বিশ্ববিদ্যালয়ে অনুষ্ঠিত হয়েছে আন্তর্জাতিক সেমিনার। কানাডাভিত্তিক গবেষণা প্রতিষ্ঠান গ্লোবাল সেন্টার ফর ডেমোক্রেটিক গভর্ন্যান্স (GCDG) আয়োজিত “Bangladesh at a Democratic Crossroads: Human Rights, Political Inclusion, and the Future of Democratic Governance” শীর্ষক এই সেমিনার গত ১৩ জুলাই অক্সফোর্ড বিশ্ববিদ্যালয়ের উলফসন কলেজের লিওনার্ড উলফসন অডিটোরিয়ামে অনুষ্ঠিত হয়।
সেমিনারে অডিটোরিয়াম ছিল দর্শকে পরিপূর্ণ। একই সঙ্গে বিভিন্ন অনলাইন প্ল্যাটফর্মে সরাসরি সম্প্রচারিত অনুষ্ঠানটি দেশ-বিদেশের বিপুলসংখ্যক দর্শক অনুসরণ করেন। অনুষ্ঠানে দেশি-বিদেশি গবেষক, শিক্ষাবিদ, আইনজ্ঞ, মানবাধিকারকর্মী ও রাজনৈতিক বিশ্লেষকেরা সশরীরে এবং ভার্চুয়ালি অংশ নেন।
অনলাইন প্যানেলে বক্তব্য দেন বাংলাদেশের সাবেক প্রধানমন্ত্রী শেখ হাসিনার তথ্য ও যোগাযোগপ্রযুক্তি বিষয়ক সাবেক উপদেষ্টা সজীব ওয়াজেদ, ইউরোপীয় পার্লামেন্টের সাবেক সদস্য ও সাউথ এশিয়া ডেমোক্রেটিক ফোরামের নির্বাহী পরিচালক পাওলো কাসাকা, লন্ডন স্কুল অব ইকোনমিকস (এলএসই) ল’ স্কুলের অধ্যাপক ও রিসার্চ ডিরেক্টর অধ্যাপক তারুন খাইতান এবং সুইজারল্যান্ডভিত্তিক ইন্টারন্যাশনাল হিউম্যান রাইটস কমিশনের (IHRC) ডেপুটি অ্যাম্বাসেডর ও কমিশনার স্যার ভিনসেন্ট লিন।
সশরীরে আলোচনায় অংশ নেন জ্যেষ্ঠ সাংবাদিক সৈয়দ বদরুল আহসান, অক্সফোর্ড বিশ্ববিদ্যালয়ের ড. রায়হান রশীদ, আইনজীবী অ্যাডভোকেট মোনা হাগগৌ স্ট্রিন্ডবার্গ, কিংস কলেজ লন্ডনের ড. আশফাক আলম এবং ইউনিভার্সিটি অব লন্ডনের ড. নায়লা হক। আলোচনা সঞ্চালনা করেন যুক্তরাজ্যের মানবাধিকারকর্মী ক্রিস ব্ল্যাকবার্ন। উদ্বোধনী বক্তব্য দেন GCDG-এর সভাপতি অধ্যাপক ডা. মো. হাবিবে মিল্লাত।
“১,৪০০ নিহতের পূর্ণাঙ্গ তালিকা প্রকাশ করা উচিত”
মূল প্রবন্ধে সজীব ওয়াজেদ জাতিসংঘের প্রতি আহ্বান জানিয়ে বলেন, তাদের প্রতিবেদনে উল্লেখ করা ১,৪০০ জন নিহতের দাবির পূর্ণাঙ্গ তালিকা প্রকাশ করা উচিত। তার ভাষায়, এ ধরনের সংবেদনশীল তথ্যের ক্ষেত্রে স্বচ্ছতা নিশ্চিত করা বিশ্বাসযোগ্যতা ও জবাবদিহিতা প্রতিষ্ঠার জন্য অপরিহার্য।
রাজনৈতিক অংশগ্রহণ প্রসঙ্গে তিনি বলেন, দেশের বৃহত্তম রাজনৈতিক শক্তিকে বাইরে রেখে অনুষ্ঠিত কোনো নির্বাচনকে প্রকৃত অর্থে অংশগ্রহণমূলক বা সর্বজনগ্রাহ্য বলা যায় না। তিনি আরও মন্তব্য করেন, রাজনৈতিক বর্জনের মাধ্যমে কোনো সরকারই দীর্ঘমেয়াদে ক্ষমতায় টিকে থাকতে পারে না।
বাংলাদেশের বর্তমান রাজনৈতিক পরিস্থিতি নিয়ে মত প্রকাশ করে সজীব ওয়াজেদ বলেন, দেশের অন্যতম প্রধান রাজনৈতিক দল হিসেবে বাংলাদেশ আওয়ামী লীগকে নিষিদ্ধ করা উচিত নয়। তার মতে, অন্তর্বর্তীকালীন ও বর্তমান সরকারের কিছু নীতি রাজনৈতিক অস্থিতিশীলতা আরও বাড়িয়ে দিতে পারে। একই সঙ্গে তিনি উল্লেখ করেন, বিএনপির বহু নেতাসহ দেশের অধিকাংশ রাজনৈতিক দল জামায়াতে ইসলামীর রাজনীতির বিরোধিতা করে।
ইউনিভার্সিটি অব লন্ডনের ড. নায়লা হক তার বক্তব্যে বাংলাদেশের সাবেক প্রধান বিচারপতি এবং তার পিতার দীর্ঘদিন ধরে আটক থাকার বিষয়টি তুলে ধরে তাদের অবিলম্বে মুক্তির দাবি জানান। পাশাপাশি বিচার বিভাগের স্বাধীনতা, আইনের শাসন এবং ন্যায়বিচার নিশ্চিত করতে আন্তর্জাতিক সম্প্রদায়ের আরও সক্রিয় ভূমিকার আহ্বান জানান।
অক্সফোর্ড বিশ্ববিদ্যালয়ের ড. রায়হান রশীদ বাংলাদেশ আওয়ামী লীগের ওপর আরোপিত নিষেধাজ্ঞা প্রত্যাহারের আহ্বান জানিয়ে বলেন, টেকসই গণতন্ত্র প্রতিষ্ঠার জন্য দেশের সব প্রধান রাজনৈতিক দলের অংশগ্রহণ নিশ্চিত করা প্রয়োজন।
অ্যাডভোকেট মোনা হাগগৌ স্ট্রিন্ডবার্গ রাজনৈতিক উদ্দেশ্যপ্রণোদিত মামলায় আটক ব্যক্তিদের মুক্তির আহ্বান জানান। তিনি সাংবাদিক, লেখক ও মানবাধিকারকর্মী শাহরিয়ার কবিরের মুক্তি দাবি করে যথাযথ আইনি প্রক্রিয়া অনুসরণ, বিচার বিভাগের স্বাধীনতা রক্ষা এবং মৌলিক মানবাধিকারের প্রতি শ্রদ্ধা প্রদর্শনের ওপর গুরুত্বারোপ করেন।
সেমিনারের সমাপনী আলোচনায় বক্তারা বাংলাদেশের গণতন্ত্র, মানবাধিকার, আইনের শাসন ও রাজনৈতিক অন্তর্ভুক্তি নিয়ে মতবিনিময় করেন। তারা গণতান্ত্রিক শাসনব্যবস্থা শক্তিশালী করতে শান্তিপূর্ণ রাজনৈতিক সংলাপ, জবাবদিহিতা, মানবাধিকার সুরক্ষা এবং সব প্রধান রাজনৈতিক শক্তির অংশগ্রহণ নিশ্চিত করার ওপর গুরুত্ব দেন। বক্তাদের অভিমত, রাজনৈতিক মতপার্থক্য দূর করে একটি অন্তর্ভুক্তিমূলক পরিবেশ গড়ে তুলতে পারলেই বাংলাদেশের গণতান্ত্রিক ভবিষ্যৎ আরও সুসংহত হবে।

An international seminar on Bangladesh’s democracy, human rights, political inclusion, and the future of democratic governance was held at the University of Oxford in the United Kingdom.
Organized by the Canada-based Global Centre for Democratic Governance (GCDG), the seminar, titled "Bangladesh at a Democratic Crossroads: Human Rights, Political Inclusion, and the Future of Democratic Governance," took place on 13 July at the Leonard Wolfson Auditorium, Wolfson College, University of Oxford.
The auditorium was filled to capacity, while the event attracted a large international audience through live broadcasts on multiple online platforms. Scholars, academics, legal experts, human rights advocates, and political analysts from Bangladesh and abroad participated both in person and virtually.
The online panel featured Sajeeb Wazed, former ICT Adviser to former Prime Minister Sheikh Hasina; Paulo Casaca, former Member of the European Parliament and Executive Director of the Belgium-based South Asia Democratic Forum; Professor Tarun Khaitan, Professor and Research Director at the Public Law Department of the London School of Economics (LSE) Law School; and Sir Vincent Lynn, Deputy Ambassador and Commissioner of the Switzerland-based International Human Rights Commission (IHRC).
The in-person panel included senior journalist Syed Badrul Ahsan, Dr. Raihan Rashid of the University of Oxford, lawyer Advocate Mona Haggou Strindberg, Dr. Ashfaq Alam of King's College London, and Dr. Nayla Haque of the University of London. The discussion was moderated by British human rights activist Chris Blackburn, while the opening address was delivered by Professor Dr. Md. Habibe Millat, President of GCDG.
“The Full List of the 1,400 Victims Should Be Made Public”
In his keynote address, Sajeeb Wazed urged the United Nations to publish the complete list of the 1,400 people cited as having been killed in one of its reports. He argued that transparency in such sensitive data is essential for ensuring credibility and accountability.
Speaking on political participation, Wazed said that no election could genuinely be considered inclusive or broadly acceptable if the country's largest political force was excluded from the electoral process. He further observed that no government can sustain itself in the long term through political exclusion.
Addressing Bangladesh's current political situation, Wazed argued that the Bangladesh Awami League, as one of the country's principal political parties, should not be banned. According to him, certain policies pursued by the interim and current governments risk deepening political instability. He also noted that many leaders of the Bangladesh Nationalist Party (BNP), along with most other political parties, oppose the politics of Jamaat-e-Islami.
Dr. Nayla Haque of the University of London highlighted the prolonged detention of Bangladesh's former Chief Justice and his father, calling for their immediate release. She also urged the international community to play a more active role in safeguarding judicial independence, the rule of law, and access to justice.
Dr. Raihan Rashid of the University of Oxford called for the withdrawal of restrictions imposed on the Bangladesh Awami League, arguing that sustainable democracy requires the participation of all major political parties.
Advocate Mona Haggou Strindberg called for the release of individuals detained in what she described as politically motivated cases. Referring specifically to journalist, author, and human rights activist Shahriar Kabir, she demanded his release and emphasized the importance of due process, judicial independence, and respect for fundamental human rights.
During the concluding session, speakers exchanged views on Bangladesh's democratic future, human rights, the rule of law, and political inclusion. They stressed that strengthening democratic governance requires peaceful political dialogue, accountability, protection of human rights, and the meaningful participation of all major political stakeholders.
The speakers concluded that Bangladesh's democratic future would be better secured through an inclusive political environment that upholds the rule of law, protects fundamental rights, and encourages constructive political engagement despite differences.
