বাংলাদেশের উন্নয়ন ভাবনায় কৃষি তথা খাদ্য উৎপাদন কেন এত গুরুত্বপূর্ণ, আর কীভাবে সরকার কৃষি উন্নয়নে এত সফলতা পেল—তা বুঝতে হলে আমাদের পেছনে ফিরে তাকাতে হবে। জানতে হবে ১৯৭৪ সালের দুর্ভিক্ষের পটভূমি ও কারণ। এই একটি ঘটনাই বাংলাদেশকে খাদ্যে স্বয়ংসম্পূর্ণ হওয়ার পথে প্রায় বাধ্য করে দিয়েছিল, এবং আগামীতে যেন বাংলাদেশে আর কখনো এমন খাদ্য-ঘাটতি না হয়, তার জন্য কী কী ব্যবস্থা নেওয়া হয়েছে তা জানাও জরুরি।
খাদ্য সংকটের কারণ: একক নয়, বহুমাত্রিক সংকট
১৯৭৪ সালের বাংলাদেশের খাদ্য সংকটের কোনো একক কারণে ঘটেনি; এটি ছিল প্রাকৃতিক দুর্যোগ, অর্থনৈতিক সংকট, বণ্টন ব্যবস্থার ত্রুটি এবং আন্তর্জাতিক ভূ-রাজনীতির এক জটিল ও যৌথ পরিণতি। নোবেলজয়ী অর্থনীতিবিদ অমর্ত্য সেনসহ একাধিক গবেষকের বিশ্লেষণ অনুযায়ী, বাজারে মোট খাদ্যের চরম অভাবের চেয়েও সাধারণ মানুষের খাদ্য কেনার ক্ষমতা বা "অধিকার" হারিয়ে ফেলাটাই এই দুর্ভিক্ষের প্রধান কারণ ছিল।

১. প্রাকৃতিক দুর্যোগ ও আয়ের উৎস বিনাশ: ১৯৭৪ সালের জুন থেকে সেপ্টেম্বরের মধ্যে ব্রহ্মপুত্র ও যমুনা নদীর অববাহিকায় রেকর্ড পরিমাণ বন্যা হয়, যা আমন ধানের ব্যাপক ক্ষতি করে। এর ফলে গ্রামাঞ্চলের বিশাল একটি দিনমজুর গোষ্ঠী পুরোপুরি কাজ হারিয়ে ফেলে এবং তাদের আয়ের পথ বন্ধ হয়ে যায়।
২. মজুতদারি ও বণ্টন ব্যবস্থার দুর্বলতা: বৈরী আবহাওয়ার কারণে ফসলহানির আশঙ্কায় বাজারে অসাধু ব্যবসায়ী ও বড় কৃষকদের মধ্যে চাল মজুত করার প্রবণতা বাড়ে, ফলে বাজারে চালের দাম সাধারণ মানুষের ক্রয়ক্ষমতার বাইরে চলে যায়। তৎকালীন রেশনিং ব্যবস্থা মূলত শহরকেন্দ্রিক বা নির্দিষ্ট সুবিধাভোগী গোষ্ঠীর জন্য কার্যকর ছিল; গ্রামাঞ্চলের দরিদ্র দিনমজুরদের সুরক্ষায় বণ্টন ব্যবস্থা পুরোপুরি সফল হতে পারেনি। এখানে উল্লেখ্য যে, তৎকালীন খাদ্য সচিব আবদুল মোমেন খান — যিনি পরবর্তীতে ১৯৭৭-৮২ সালে সরকারের উপদেষ্টা পরিষদে যুক্ত হন এবং যিনি বিএনপি নেতা ড. আবদুল মঈন খানের পিতা, তিনিই ১৯৭৪ সালে রেশনিং ব্যবস্থায় পরিবর্তন এনেছিলেন।
৩. কিউবা ইস্যু ও মার্কিন নিষেধাজ্ঞা: বাংলাদেশ তখন মার্কিন খাদ্য সহায়তার (PL-480) ওপর বহুলাংশে নির্ভরশীল ছিল। কিন্তু ওই সময়ে বাংলাদেশ সমাজতান্ত্রিক রাষ্ট্র কিউবার কাছে সামান্য পাট রপ্তানি করে। বলা হয়, তৎকালীন মার্কিন আইন অনুযায়ী কিউবার সঙ্গে বাণিজ্য করা দেশকে সহায়তা দেওয়া নিষিদ্ধ থাকায় যুক্তরাষ্ট্র বাংলাদেশে খাদ্য সহায়তা সাময়িকভাবে স্থগিত রাখে। সবচেয়ে সংকটময় মুহূর্তে এই আন্তর্জাতিক সাহায্য বন্ধ হয়ে যাওয়া দুর্ভিক্ষের তীব্রতা বহুগুণ বাড়িয়ে দেয়।
৪. বৈশ্বিক অর্থনৈতিক মন্দা: ১৯৭৩-৭৪ সালের বৈশ্বিক তেল সংকটের কারণে আন্তর্জাতিক বাজারে জ্বালানি তেল ও খাদ্যের দাম প্রচণ্ড বেড়ে যায়। যুদ্ধবিধ্বস্ত বাংলাদেশের কাছে পর্যাপ্ত বৈদেশিক মুদ্রা না থাকায় আন্তর্জাতিক বাজার থেকে চড়া মূল্যে জরুরি খাদ্য আমদানি করা সরকারের পক্ষে প্রায় অসম্ভব হয়ে পড়েছিল।
একটি জাতীয় শিক্ষা: "আর কখনো নয়"
এই চারটি কারণ একসঙ্গে বিবেচনা করলে বোঝা যায়, দুর্ভিক্ষটি কেবল উৎপাদন-ঘাটতির সংকট ছিল না—এটি ছিল উৎপাদন, বণ্টন, আবহাওয়া-নির্ভরতা ও আন্তর্জাতিক সহায়তার ওপর অতিরিক্ত নির্ভরতার একযোগে ব্যর্থতা। এই তিক্ত অভিজ্ঞতা থেকেই বাংলাদেশের নীতিনির্ধারকদের কাছে একটি বিষয় স্পষ্ট হয়ে ওঠে: খাদ্য নিরাপত্তা কোনো ঐচ্ছিক লক্ষ্য নয়, বরং জাতীয় বেঁচে থাকার পূর্বশর্ত। তাই কেবল ফলন বাড়ানোর যান্ত্রিক প্রযুক্তি আনলেই চলবে না—আবহাওয়া ও জলবায়ুর অনিশ্চয়তা যাতে আর কখনো এমন বিপর্যয় ডেকে আনতে না পারে, সে জন্য পূর্বাভাস-নির্ভর ও ঝুঁকি-প্রতিরোধী ব্যবস্থাও গড়ে তুলতে হবে। এই উপলব্ধি থেকেই কৃষি যান্ত্রিকীকরণের পাশাপাশি এগ্রো-মেটিওরোলজি বা কৃষি আবহাওয়া বিজ্ঞানের মতো বিষয়ও বাংলাদেশের কৃষি-কৌশলের অবিচ্ছেদ্য অংশ হয়ে ওঠে।
বাংলাদেশের সাম্প্রতিক খাদ্য ও কৃষি উৎপাদনের চিত্র

• গম ও দানাদার খাদ্যের ঘাটতি: জলবায়ু ও অন্যান্য ভৌগোলিক কারণে বাংলাদেশে গমের উৎপাদন সীমাবদ্ধ। ২০২৪ সালে গমের প্রায় ৭৪ লাখ টন চাহিদার বিপরীতে অভ্যন্তরীণ উৎপাদন ছিল মাত্র ১১.৭২ লাখ টন, ফলে এ চাহিদা পূরণে দেশটি আমদানির ওপর নির্ভরশীল থেকে যায়।
• মৎস্য সম্পদ: অভ্যন্তরীণ উন্মুক্ত জলাশয় (নদ-নদী, বিল, হাওর) থেকে মাছ আহরণে বাংলাদেশ বিশ্বে ২য় স্থান (ভারতের পরেই) অর্জন করেছে। এ ছাড়া পুকুরে বা কৃত্রিম উপায়ে মাছ চাষে (Aquaculture) বাংলাদেশ বৈশ্বিক তালিকায় ৫ম স্থানে রয়েছে।
• অন্যান্য কৃষিপণ্য: FAO-এর তথ্যভাণ্ডার অনুযায়ী বিশ্বের শীর্ষ ১০টি দেশের তালিকায় ২২টি কৃষিপণ্য উৎপাদনে বাংলাদেশের নাম রয়েছে—যেমন পাট ও শুকনো মরিচে ২য়, রসুনে ৩য়, আলু ও পেঁয়াজে ৭ম, এবং চায়ে ৮ম স্থান (এ ছাড়া আম উৎপাদনেও শীর্ষ সারিতে অবস্থান)।

It is necessary to understand the background and causes of the 1974 famine. This single event virtually forced Bangladesh onto the path of self-sufficiency in food. It is equally essential to know what measures have been taken to ensure that Bangladesh never faces such a food deficit in the future.
Causes of the Food Crisis: A Multidimensional, Complex Disaster
The 1974 food crisis in Bangladesh did not result from a single factor; it was the complex and combined outcome of natural disasters, an economic crisis, flaws in the distribution system, and international geopolitics. According to analyses by Nobel laureate economist Amartya Sen and several other researchers, the primary cause of the famine was not a absolute lack of food in the market, but rather the loss of purchasing power or "entitlement" among ordinary people to buy food.

It is worth noting that Abdul Momen Khan, the then Food Secretary—who later served on the President's Advisory Council from 1977 to 1982 and was the father of BNP leader Dr. Abdul Moyeen Khan—introduced changes to the rationing system in 1974.
3. The Cuba Issue and U.S. Sanctions: Bangladesh was heavily dependent on U.S. food assistance under Public Law 480 (PL-480). However, during that period, Bangladesh exported a small shipment of jute to the socialist nation of Cuba. Under U.S. law at the time, providing assistance to countries trading with Cuba was prohibited, leading the United States to temporarily suspend food aid to Bangladesh. The stoppage of international aid at the most critical juncture significantly escalated the severity of the famine.
