৫ আগস্ট ‘উপলক্ষে রাজধানী ঢাকাসহ সারাদেশে নিরাপত্তা ব্যবস্থা জোরদার করেছে র্যাপিড অ্যাকশন ব্যাটালিয়ন (র্যাব)। দিবসটি ঘিরে কোনো উগ্রবাদী গোষ্ঠী, কিংবা রাষ্ট্র ও সরকারবিরোধী কোনো কুচক্রী মহল যাতে নাশকতা বা অপ্রীতিকর পরিস্থিতি সৃষ্টি করতে না পারে, সে লক্ষ্যে গোয়েন্দা তৎপরতা, টহল কার্যক্রম ও সাইবার নজরদারি বাড়ানো হয়েছে।
র্যাবের আইন ও গণমাধ্যম শাখা থেকে পাঠানো এক সংবাদ বিজ্ঞপ্তিতে এ তথ্য জানানো হয়।
বিজ্ঞপ্তিতে বলা হয়, রাষ্ট্রের আইনশৃঙ্খলা পরিস্থিতি স্বাভাবিক রাখা, জননিরাপত্তা নিশ্চিত করা এবং অপরাধ দমনে র্যাব পেশাদারিত্ব, সততা ও নিষ্ঠার সঙ্গে দায়িত্ব পালন করে আসছে। নির্ভরযোগ্য গোয়েন্দা তথ্যের ভিত্তিতে নিয়মিত অভিযান ও প্রতিরোধমূলক কার্যক্রম পরিচালনার মাধ্যমে সংঘবদ্ধ অপরাধীদের আইনের আওতায় আনা হচ্ছে।
র্যাব জানায়, আইনশৃঙ্খলা রক্ষাকারী বাহিনী, গোয়েন্দা সংস্থা ও স্থানীয় প্রশাসনের সঙ্গে সমন্বয়ের মাধ্যমে সার্বিক নিরাপত্তা পরিকল্পনা গ্রহণ করা হয়েছে।
প্রতিটি ব্যাটালিয়ন নিজ নিজ এলাকার নিরাপত্তা ঝুঁকি পর্যালোচনা করে আলাদা পরিকল্পনা তৈরি করেছে। একই সঙ্গে আগাম তথ্য সংগ্রহের জন্য গোয়েন্দা কার্যক্রম আরও জোরদার করা হয়েছে।
বিজ্ঞপ্তিতে আরও বলা হয়, অনুষ্ঠানস্থল, রোডমার্চ ও পদযাত্রার নির্ধারিত রুট এবং জুলাই স্মৃতিস্তম্ভগুলোতে ৪ আগস্ট রাত থেকেই বিশেষ নিরাপত্তা ব্যবস্থা নেওয়া হয়েছে। দায়িত্ব পালনে ইউনিফর্মধারী সদস্যদের পাশাপাশি সাদা পোশাকের র্যাব সদস্যরাও নজরদারিতে থাকবেন।
এ ছাড়া স্থানীয় প্রশাসন ও অন্যান্য আইনশৃঙ্খলা বাহিনীর সঙ্গে সমন্বয় রেখে সংশ্লিষ্ট এলাকাগুলোতে নিরাপত্তা কার্যক্রম পরিচালনা করা হবে।
র্যাব জানিয়েছে, সন্দেহভাজন ব্যক্তি প্রতিরোধে গোয়েন্দা নজরদারি ও প্রতিরোধমূলক ব্যবস্থা আরও বাড়ানো হয়েছে। দেশের বিভিন্ন জেলার অনুষ্ঠানস্থল ও জুলাই স্মৃতিস্তম্ভে দিবসের সাত দিন আগে থেকেই ইউনিফর্মধারী ও সাদা পোশাকের সদস্যরা দায়িত্ব পালন করছেন।
সামাজিক যোগাযোগমাধ্যমে গুজব ও অপপ্রচার ঠেকাতেও সাইবার পেট্রোলিং জোরদার করা হয়েছে বলে বিজ্ঞপ্তিতে জানানো হয়।
কেন ভয় কাটছেনা সরকারের ?
ঢাকা শহরসহ সারা বাংলাদেশে সাম্প্রতিক সময়ে ব্যাপক আইনশৃঙ্খলা পরিস্থিতির অবনতি, বিভিন্ন স্থানে বিভিন্ন ধরনের বোমা পেতে রাখার ঘটনা, পুলিশকে হুমকি দিয়ে বেনামী পত্র, বেশ কিছু উগ্রবাদী সংগঠনের প্রচারপত্র বিলি, একটি মৌলবাদী সংগঠনের মহাসমাবেশকে কেন্দ্র করে নানা ধরনের নিরাপত্তা ঝুঁকি তৈরি, পাকিস্তানি গোয়েন্দা সংস্থার প্রকাশ্যে নানা ধরনের অপতৎপরতা, তুর্কি গোয়েন্দা সংস্থার নানা ধরনের কার্যক্রম, পুলিশের নিষ্ক্রিয়তা এবং সরকার সমর্থিত সংগঠনের ব্যাপক নির্লিপ্ততা—সব মিলিয়ে দেশজুড়ে সামাজিক ব্যাপক অস্থিরতার বিষয়গুলো সাম্প্রতিক সময়ে একাধিক গোয়েন্দা সংস্থার গোপন প্রতিবেদনে প্রকাশিত হয়েছে।
এই অবস্থায় সরকারের অস্বস্তি ক্রমাগত বাড়ছে। এমন বাস্তবতায় সমন্বিত পরিকল্পনার মাধ্যমে সমস্যার সমাধানে গোয়েন্দা সংস্থার প্রতিবেদনে পরামর্শ দেওয়া হয়েছে।
To mark August 5, the Rapid Action Battalion (RAB) has stepped up security measures across the country, including the capital city, Dhaka. Intelligence surveillance, patrolling, and cyber monitoring have been intensified to prevent any extremist group or anti-state and anti-government conspiratorial quarter from creating sabotage or an untoward situation around this day.
This information was disclosed in a press release sent by RAB's Legal and Media Wing.
The press release stated that RAB has been performing its duties with professionalism, honesty, and dedication to maintain law and order, ensure public safety, and curb crime. Organized criminals are being brought to justice through regular operations and preventive actions based on reliable intelligence.
RAB mentioned that a comprehensive security plan has been adopted in coordination with law enforcement agencies, intelligence agencies, and the local administration. Each battalion has drawn up separate plans by assessing the security risks of their respective areas. Simultaneously, intelligence activities have been significantly strengthened to gather advance information.
The release further noted that special security arrangements have been put in place starting from the night of August 4 at event venues, designated routes for road marches and rallies, and July monuments. Along with uniformed personnel, RAB members in plain clothes will also be on duty to maintain surveillance. Additionally, security operations will be conducted in the relevant areas in coordination with the local administration and other law enforcement agencies.
RAB informed that intelligence oversight and preventive measures have been scaled up to foil suspicious individuals. Uniformed and plainclothes personnel have been deployed at event venues and July monuments across various districts seven days prior to the event.
The press release also mentioned that cyber patrolling has been reinforced to prevent rumors and disinformation on social media.
Why is the government still uneasy?
Recent secret reports from multiple intelligence agencies have revealed a widespread deterioration of law and order across Bangladesh, including Dhaka city, incidents of planting various types of bombs at different locations, anonymous threat letters sent to the police, distribution of leaflets by several extremist organizations, various security risks surrounding a grand rally of a fundamentalist group, overt subversions by Pakistani intelligence agencies, activities of Turkish intelligence agencies, police inaction, and absolute apathy from government-backed organizations—all contributing to widespread social unrest nationwide. Under these circumstances, the government's discomfort is steadily rising. Given this reality, the intelligence report has recommended addressing these challenges through a coordinated plan.
