বাংলাদেশে আল-কায়েদার উপমহাদেশীয় শাখা AQIS-এর শীর্ষনেতা ও ‘মোস্ট ওয়ান্টেড’ জঙ্গি মৌলানা ইক্রামুল হক ওরফে আবু তালহা খোলামেলা ঘুরে বেড়াচ্ছে বলে বিস্ফোরক অভিযোগ উঠেছে। সম্প্রতি বাংলাদেশের পাচঁবারের প্রধানমন্ত্রী শেখ হাসিনার পুত্র সজীব ওয়াজেদ জয় এই চাঞ্চল্যকর অভিযোগ এনেছেন। আন্তর্জাতিক জঙ্গি তালিকায় শীর্ষে থাকা এই নেতার উপস্থিতির খবরে তীব্র উদ্বেগ তৈরি হয়েছে ভারতীয় গোয়েন্দা মহলেও।
রাষ্ট্রসংঘের নিরাপত্তা পরিষদের আন্তর্জাতিক সন্ত্রাসবাদ নজরদারি কমিটির সাম্প্রতিক রিপোর্টের ভিত্তিতে জয় জানান, জামিনে মুক্ত হওয়ার পর দীর্ঘ ২২ মাস ধরে সরকারি নথিতে ইক্রামুল ‘নিখোঁজ’। অথচ বাস্তবে সে বাংলাদেশের পথেঘাটে প্রকাশ্যে সক্রিয়। নিষিদ্ধ জঙ্গি সংগঠনের সদস্য এবং আল-কায়েদা ঘনিষ্ঠরা বর্তমানে সেখানে অবাধে সভা-সমাবেশে বক্তব্য রাখছেন বলে দাবি করে জয় বাংলাদেশ সরকারের ভূমিকা নিয়ে প্রশ্ন তুলেছেন।
উদ্বেগের কেন্দ্রে কেন ভারত?
ইক্রামুল হক ভারতের অভ্যন্তরীণ নিরাপত্তার জন্য এক বড় হুমকি। ভারতীয় গোয়েন্দা সংস্থা NIA-র ‘মোস্ট ওয়ান্টেড’ তালিকায় তার নাম রয়েছে।
• ভুয়ো নথি ও বিস্তার: ময়মনসিংহের বাসিন্দা ৩৩ বছর বয়সি ইক্রামুল ২০১৮ সালে উচ্চশিক্ষার উদ্দেশ্যে ভারতে গিয়ে উত্তরপ্রদেশে আল-কায়েদার মতাদর্শে অনুপ্রাণিত হয়। পরবর্তীকালে সে পাঁচটি ছদ্মনাম, ভুয়ো ভারতীয় পরিচয়পত্র ও পাসপোর্ট ব্যবহার করে ভারতে সংগঠন বিস্তার করে।
• স্লিপার সেল গঠন: তদন্তে দেখা গেছে, ইক্রামুল ভারতে অবস্থানকালে অন্তত দুই বছর পশ্চিমবঙ্গে কাটিয়েছে। সেখান থেকে শুরু করে মধ্যপ্রদেশ ও গুজরাট পর্যন্ত একাধিক স্লিপার সেল ও নেটওয়ার্ক গড়ে তোলার নেপথ্যে মূল মাথা ছিল সেই।
গ্রেপ্তার ও জামিন প্রেক্ষাপট
২০২৩ সালের মে মাসে ঢাকার মাদারটেক থেকে স্ত্রী ফারিয়া আফরিনসহ ইক্রামুলকে গ্রেপ্তার করে কাশিমপুর হাই সিকিউরিটি জেলে পাঠানো হয়। তবে ২০২৪ সালের আগস্টে শেখ হাসিনা সরকারের পতনের পর, অক্টোবর মাসে সে জামিনে মুক্তি পায়। মুক্তির পর থেকেই তার রহস্যজনক অন্তর্ধানে সীমান্তপারের নিরাপত্তা ব্যবস্থা ও আন্তর্জাতিক সন্ত্রাসবাদ দমনের প্রচেষ্টা মারাত্মক হুমকির মুখে পড়েছে বলে মনে করছেন বিশেষজ্ঞেরা।

Serious allegations have emerged claiming that Maulana Ikramul Haq, alias Abu Talha—a top leader of Al-Qaeda in the Indian Subcontinent (AQIS) and a 'most wanted' militant—is roaming around freely in Bangladesh. Sajeeb Wazed Joy, son of former five-time Bangladeshi Prime Minister Sheikh Hasina, recently brought forward these startling claims. Reports of the presence of this high-profile figure from international terror lists have triggered deep concern among Indian intelligence agencies as well.
Citing a recent report by the United Nations Security Council's Analytical Support and Sanctions Monitoring Team, Joy stated that despite being officially listed as "missing" in government records for 22 months following his release on bail, Ikramul is actually active in public across Bangladesh. Joy questioned the role of the Bangladesh government, claiming that members of banned militant outfits and Al-Qaeda affiliates are currently addressing public rallies and meetings there without hindrance.
Why is India Deeply Concerned?
Ikramul Haq poses a major threat to India's internal security and is featured prominently on the National Investigation Agency's (NIA) 'Most Wanted' list.
• Fake Documents and Expansion: A 33-year-old native of Mymensingh, Ikramul traveled to India in 2018 for higher education, where he became inspired by Al-Qaeda's ideology in Uttar Pradesh. He subsequently expanded the network across India using five aliases, forged Indian identity documents, and fake passports.
• Formation of Sleeper Cells: Investigations revealed that during his stay in India, Ikramul spent at least two years in West Bengal. He was the mastermind behind establishing multiple sleeper cells and networks spanning from West Bengal to Madhya Pradesh and Gujarat.
Context of Arrest and Bail
In May 2023, Ikramul was arrested alongside his wife, Faria Afrin, from Madartek in Dhaka and sent to Kashimpur High Security Central Jail. However, following the fall of the Sheikh Hasina government in August 2024, he was released on bail in October. Experts believe that his mysterious disappearance following his release severely threatens cross-border security and international counter-terrorism efforts.
