বাংলাদেশের বেসরকারি সাবমেরিন কেবল প্রকল্প এখন আর কোনো সাধারণ অবকাঠামো প্রকল্প নয়; এটি হয়ে উঠেছে চীন-যুক্তরাষ্ট্রের ক্রমবর্ধমান প্রযুক্তি ও ভূরাজনৈতিক প্রতিযোগিতার একটি নতুন পরীক্ষাক্ষেত্র। একদিকে চীনা প্রতিষ্ঠান হুয়াওয়ে মেরিন নেটওয়ার্কের সম্পৃক্ততা নিয়ে যুক্তরাষ্ট্রের নিরাপত্তা আপত্তি, অন্যদিকে প্রকল্পটি দ্রুত অনুমোদনের জন্য বেইজিংয়ের সরাসরি কূটনৈতিক তৎপরতা—দুই পরাশক্তির টানাপোড়েনের মাঝখানে দাঁড়িয়ে বাংলাদেশের সামনে এখন একটি কঠিন রাজনৈতিক সিদ্ধান্ত।
প্রশ্নটি তাই শুধু কেবল বসানো হবে কি না, তা নয়; বরং বাংলাদেশ ভবিষ্যতের ডিজিটাল অবকাঠামো ও কৌশলগত যোগাযোগ ব্যবস্থায় কোন ধরনের প্রযুক্তিগত অংশীদারিত্ব বেছে নেবে, সেটিও এর সঙ্গে জড়িয়ে গেছে। কারণ সমুদ্রতলের সাবমেরিন কেবল এখন বৈশ্বিক ডেটা প্রবাহ, আর্থিক লেনদেন ও জাতীয় নিরাপত্তার গুরুত্বপূর্ণ অবকাঠামো। ফলে এ খাতে চীনা প্রযুক্তির উপস্থিতিকে ওয়াশিংটন নিছক বাণিজ্যিক বিষয় হিসেবে দেখছে না।
বাংলাদেশের জন্য সংকটের সবচেয়ে স্পর্শকাতর দিক হলো—যুক্তরাষ্ট্রকে উপেক্ষা করলে ভবিষ্যতে পশ্চিমা প্রযুক্তি বিনিয়োগ, ডেটা সেন্টার ও আন্তর্জাতিক সংযোগের ক্ষেত্রে চাপ তৈরি হতে পারে। আবার চীনের প্রস্তাব প্রত্যাখ্যান করলে অবকাঠামো উন্নয়ন, বিনিয়োগ ও দ্বিপক্ষীয় অর্থনৈতিক সম্পর্কেও নেতিবাচক প্রভাব পড়ার আশঙ্কা রয়েছে। এর সঙ্গে যুক্ত হয়েছে কেবলটির বড় একটি অংশ মিয়ানমারের এক্সক্লুসিভ ইকোনমিক জোনে থাকার বিষয়টি, যা ভবিষ্যৎ রক্ষণাবেক্ষণ ও কৌশলগত নিয়ন্ত্রণ নিয়েও প্রশ্ন তুলছে।
সবচেয়ে বড় রাজনৈতিক প্রশ্ন হলো—বাংলাদেশ কি আবারও পরাশক্তির প্রতিযোগিতায় কোনো এক পক্ষের পছন্দকে অনুসরণ করবে, নাকি নিজের জাতীয় স্বার্থকে সামনে রেখে স্বাধীন সিদ্ধান্ত নেবে?
এই মুহূর্তে সরকারের উচিত প্রকল্পটি নিয়ে সম্পূর্ণ স্বচ্ছ নিরাপত্তা ও প্রযুক্তিগত মূল্যায়ন করা। একই সঙ্গে চীন ও যুক্তরাষ্ট্র—দুই পক্ষের সঙ্গেই কঠোর কিন্তু ভারসাম্যপূর্ণ কূটনৈতিক দরকষাকষি চালানো। কারণ ভুল সিদ্ধান্তে হয়তো একটি কেবল স্থাপিত হবে, কিন্তু তার মূল্য দিতে হতে পারে বাংলাদেশের দীর্ঘমেয়াদি ভূরাজনৈতিক অবস্থান ও ডিজিটাল অর্থনীতিকে।

Bangladesh’s private-sector submarine cable project is no longer just an ordinary infrastructure initiative; it has become a new arena for the intensifying technological and geopolitical rivalry between China and the United States. On one side, Washington has raised security concerns over the involvement of Huawei Marine Networks, while on the other, Beijing is directly engaging diplomatically to push for the project’s swift approval. Caught between the competing pressures of two global powers, Bangladesh now faces a difficult political decision.
The question, therefore, is not simply whether the cable will be laid. It is also about what kind of technological partnership Bangladesh will choose for its future digital infrastructure and strategic communications systems. Submarine cables have become critical infrastructure for global data flows, financial transactions, and national security. As a result, Washington does not view the presence of Chinese technology in this sector as merely a commercial matter.
The most sensitive aspect of the crisis for Bangladesh is that ignoring the United States could create future pressure on Western technology investments, data centers, and international connectivity. On the other hand, rejecting China’s proposal could negatively affect infrastructure development, investment, and bilateral economic relations. Adding to these concerns is the fact that a significant portion of the proposed cable would run through Myanmar’s Exclusive Economic Zone, raising questions about future maintenance and strategic control.
The biggest political question is this: Will Bangladesh once again follow the preference of one side in a contest between global powers, or will it make an independent decision based on its own national interests?
At this moment, the government should conduct a fully transparent security and technical assessment of the project. At the same time, it must engage in firm but balanced diplomatic negotiations with both China and the United States. Because a wrong decision may result in more than simply laying a submarine cable—it could come at the cost of Bangladesh’s long-term geopolitical position and digital economy.
