৫ আগস্ট ২০২৪-এর পর ‘জুলাই শহীদ’ হিসেবে স্বীকৃতি পাওয়া ব্যক্তিদের তালিকা ঘিরে নতুন করে প্রশ্ন উঠেছে। অভিযোগ করা হচ্ছে, আন্দোলনের সঙ্গে সরাসরি সম্পৃক্ত না থাকা কিছু ব্যক্তিও কীভাবে সরকারি গেজেটে শহীদের মর্যাদা পেলেন, সেই প্রক্রিয়ায় তৎকালীন আন্তর্জাতিক অপরাধ ট্রাইব্যুনালের প্রধান প্রসিকিউটর তাজুল ইসলাম ও তাঁর সংশ্লিষ্ট দলের ভূমিকা ছিল। তবে এ অভিযোগের স্বাধীন ও পূর্ণাঙ্গ যাচাই প্রয়োজন।
সরকারি সিদ্ধান্ত অনুযায়ী, ২০২৪ সালের ৬ জুন থেকে ৫ আগস্ট পর্যন্ত নিহতদের মধ্যে আইনশৃঙ্খলা বাহিনীর সদস্য এবং আওয়ামী লীগ-সংশ্লিষ্টদের বাদ দিয়ে অন্য নিহতদের ‘জুলাই শহীদ’ এবং আহতদের ‘জুলাই যোদ্ধা’ হিসেবে স্বীকৃতি দেওয়া হয়। পরবর্তী সময়ে দুই দফায় ৮৪৪ জনের নাম গেজেটে অন্তর্ভুক্ত করা হয়। কিন্তু এই তালিকার অন্তর্ভুক্ত কয়েকজনের মৃত্যুর পরিস্থিতি নিয়ে এখন গুরুতর প্রশ্ন উঠেছে।
তদন্ত-সংশ্লিষ্ট কিছু তথ্য ও অভিযোগে দাবি করা হয়েছে, নাটোর, লালমনিরহাট ও ঠাকুরগাঁওয়ে ৫ আগস্টের সহিংসতার সময় আওয়ামী লীগ-সংশ্লিষ্ট বাড়ি ও স্থাপনায় হামলা, লুটপাট এবং অগ্নিসংযোগের ঘটনায় কয়েকজন ব্যক্তি আগুনে পুড়ে মারা যান। অভিযোগের সবচেয়ে গুরুত্বপূর্ণ দিক হলো—তারা আন্দোলনে অংশ নিতে গিয়ে নিহত হননি; বরং হামলা ও লুটপাটের সময় ঘটনাস্থলে ছিলেন এবং আগুনে আটকা পড়ে প্রাণ হারান। এরপরও তাদের নাম ‘জুলাই শহীদ’ তালিকায় অন্তর্ভুক্ত করা হয়েছে বলে দাবি করা হচ্ছে।
নাটোরের ঘটনায় পাঁচজন, লালমনিরহাটে ছয়জন এবং ঠাকুরগাঁওয়ে চারজনের নাম গেজেটে থাকার বিষয়টি বিশেষভাবে আলোচনায় এসেছে। এসব ঘটনায় নিহতদের পরিবারের পক্ষ থেকে পরবর্তীতে বাড়ির মালিক ও আওয়ামী লীগের নেতাকর্মীদের বিরুদ্ধে হত্যা মামলা করা হয়। অথচ অভিযোগ অনুযায়ী, হামলার সময় সংশ্লিষ্ট বাড়িগুলোর মালিকরা সেখানে উপস্থিত ছিলেন না। ফলে একটি মৌলিক প্রশ্ন সামনে এসেছে—যে ব্যক্তিরা হামলা, লুটপাট ও অগ্নিসংযোগের শিকার হয়েছেন, তাদের বিরুদ্ধেই কীভাবে পরবর্তীতে অপহরণ বা হত্যার অভিযোগ আনা হলো?
এই ঘটনাগুলো জুলাই শহীদ গেজেট তৈরির প্রক্রিয়ার স্বচ্ছতা নিয়েও প্রশ্ন তৈরি করছে। বিশেষ করে, নিহতদের মৃত্যুর প্রকৃত কারণ নির্ধারণে কী ধরনের যাচাই-বাছাই করা হয়েছিল, প্রত্যেক ব্যক্তির রাজনৈতিক বা আন্দোলন-সংশ্লিষ্ট পরিচয় কীভাবে যাচাই করা হয় এবং প্রত্যক্ষদর্শী, ময়নাতদন্ত ও তদন্ত প্রতিবেদনের তথ্য কতটা বিবেচনায় নেওয়া হয়েছিল—এসব প্রশ্নের স্পষ্ট উত্তর এখনো জনসমক্ষে নেই।
আরও একটি গুরুত্বপূর্ণ বিষয় হলো, ৫ আগস্টের সহিংসতার সময় নিহত পুলিশ ও অন্যান্য আইনশৃঙ্খলা বাহিনীর সদস্যদের পূর্ণাঙ্গ তালিকা দীর্ঘদিন জনসমক্ষে না আসায় ঘটনাগুলোর সামগ্রিক চিত্র নিয়েও বিভ্রান্তি তৈরি হয়েছে। একই সময়ে নিহতের সংখ্যা নিয়ে বিভিন্ন সময়ে ভিন্ন ভিন্ন দাবি জনমনে বিভ্রান্তি বাড়িয়েছে। ফলে রাজনৈতিক আবেগের বাইরে গিয়ে একটি নিরপেক্ষ ও স্বচ্ছ যাচাই প্রক্রিয়ার প্রয়োজনীয়তা আরও জোরালো হয়েছে।
সবচেয়ে উদ্বেগজনক অভিযোগটি এসেছে তদন্তকারী পুলিশ কর্মকর্তাদের ভূমিকা ঘিরে। দাবি করা হচ্ছে, উল্লিখিত তিনটি ঘটনার তদন্তে যুক্ত কয়েকজন ঊর্ধ্বতন পুলিশ কর্মকর্তাকে সাময়িকভাবে বরখাস্ত এবং পরবর্তীতে চাকরিচ্যুত করা হয়েছে। অভিযোগ রয়েছে, তদন্তে উঠে আসা কিছু তথ্য রাজনৈতিকভাবে অস্বস্তিকর হওয়ায় তা প্রকাশ্যে আনা হয়নি এবং তদন্তকারীদের ওপর প্রশাসনিক চাপ সৃষ্টি করা হয়েছে। তবে এসব দাবিরও স্বাধীনভাবে যাচাই প্রয়োজন।
পুরো ঘটনাটি শেষ পর্যন্ত একটি বড় প্রশ্নের সামনে দাঁড় করিয়েছে—‘জুলাই শহীদ’ স্বীকৃতি কি কেবল একটি রাজনৈতিক ও প্রশাসনিক সিদ্ধান্ত, নাকি প্রতিটি মৃত্যুর পেছনের বাস্তবতা যাচাই করে দেওয়া একটি ঐতিহাসিক স্বীকৃতি? যদি দ্বিতীয়টি হয়, তাহলে তালিকাভুক্ত প্রতিটি মৃত্যুর কারণ, স্থান, সময় এবং প্রেক্ষাপট নিয়ে স্বচ্ছ তদন্ত হওয়া জরুরি। কারণ ভুলভাবে কাউকে শহীদের মর্যাদা দেওয়া যেমন প্রকৃত শহীদদের প্রতি অবিচার, তেমনি রাজনৈতিক উদ্দেশ্যে কোনো মৃত্যুকে ব্যবহার করা হলে তা ভবিষ্যতের ইতিহাসকেও বিভ্রান্ত করতে পারে।

Fresh questions have emerged over the list of individuals who were recognised as “July Martyrs” after August 5, 2024. Allegations have been raised that some individuals who were not directly involved in the movement were nevertheless granted martyr status in the official gazette, and that then International Crimes Tribunal Chief Prosecutor Tajul Islam and members of his team played a role in the process. However, these allegations require independent and comprehensive verification.
According to the government’s decision, those killed between June 6 and August 5, 2024, excluding members of law enforcement agencies and individuals affiliated with the Awami League, were recognised as “July Martyrs,” while those injured during the same period were recognised as “July Warriors.” Subsequently, the names of 844 individuals were included in the gazette in two phases. However, serious questions have now emerged regarding the circumstances surrounding the deaths of several individuals included on the list.
According to certain investigation-related information and allegations, several individuals died after being burned during attacks, looting and arson targeting Awami League-affiliated homes and properties amid violence in Natore, Lalmonirhat and Thakurgaon on August 5. The most significant allegation is that they were not killed while participating in the movement; rather, they were allegedly present at the scenes during acts of attack and looting and died after becoming trapped in fires. Despite this, it is being alleged that their names were subsequently included in the list of “July Martyrs.”
Particular attention has been drawn to the inclusion in the gazette of five individuals from the Natore incident, six from Lalmonirhat and four from Thakurgaon. In these cases, the families of the deceased subsequently filed murder cases against property owners and Awami League leaders and activists. However, according to the allegations, the owners of the properties concerned were not present at the locations during the attacks. This raises a fundamental question: How were those who were themselves victims of attacks, looting and arson subsequently accused of abduction or murder?
These incidents have also raised questions about the transparency of the process through which the July Martyrs Gazette was prepared. In particular, there are still no clear public answers as to what kind of verification was conducted to determine the actual causes of death, how the political or movement-related identities of each individual were verified, and to what extent eyewitness accounts, autopsy findings and investigation reports were taken into consideration.
Another important issue is that the absence, for a long time, of a comprehensive public list of police officers and other law enforcement personnel killed during the violence of August 5 created further confusion about the overall picture of the events. At the same time, varying claims about the number of deaths at different stages added to public confusion. As a result, the need for an impartial and transparent verification process, free from political emotion, has become even more pressing.
The most serious allegation concerns the role of the police officers involved in the investigations. It is being claimed that several senior police officials involved in investigating the three incidents mentioned above were temporarily suspended and subsequently dismissed from service. There are allegations that some findings that emerged during the investigations were not made public because they were politically inconvenient and that administrative pressure was exerted on the investigators. However, these claims also require independent verification.
Ultimately, the entire episode raises a fundamental question: Is recognition as a “July Martyr” merely a political and administrative decision, or is it a historic honour granted after verifying the reality behind each individual death? If it is the latter, then a transparent investigation into the cause, location, timing and circumstances of every death included on the list is essential. Misidentifying someone as a martyr is not only an injustice to the genuine martyrs; using any death for political purposes could also distort the historical record for generations to come.
