আন্তর্জাতিক রাজনীতি ও সংসদীয় কূটনীতির মঞ্চে এক অভূতপূর্ব টানটান উত্তেজনার সৃষ্টি হয়েছে। বিশ্বজুড়ে নির্বাচিত জাতীয় সংসদগুলোর সর্বোচ্চ অভিভাবক সংস্থা ইন্টার-পার্লামেন্টারি ইউনিয়নের (আইপিইউ) মহাসচিব অ্যান্ডা ফিলিপের সাম্প্রতিক ঢাকা সফরকে কেন্দ্র করে বাংলাদেশের রাজনৈতিক অঙ্গনে বইছে গভীর কৌতূহল ও উদ্বেগের হাওয়া। আনুষ্ঠানিকভাবে এই সফরের উদ্দেশ্য নতুন জাতীয় সংসদের সাথে প্রাতিষ্ঠানিক সহযোগিতা বাড়ানো এবং দ্বিপাক্ষিক সম্পর্ক জোরদার করা বলা হলেও, পর্দার আড়ালের মূল প্রেক্ষাপট সম্পূর্ণ ভিন্ন এবং অত্যন্ত সংবেদনশীল।

আইপিইউ সদর দপ্তরে জমা পড়া নথিপত্র এবং ইস্তাম্বুলে গৃহীত সর্বসম্মত প্রস্তাব অনুযায়ী, বেশ কয়েকজন হাই-প্রোফাইল সাবেক সংসদ সদস্যের শারীরিক অবস্থা ও আইনি অধিকার নিয়ে চরম উদ্বেগ প্রকাশ করা হয়েছে। বিশেষ করে আইপিইউ-এর অনারারি প্রেসিডেন্ট সাবের হোসেন চৌধুরী, আইপিইউ গভর্নিং কাউন্সিলের সাবেক সভাপতি ফজলে করিম চৌধুরী, আসাদুজ্জামান নূর, মোশাররফ হোসেন, হাবিব মিল্লাত এবং সাবেক মন্ত্রী মোহাম্মদ ফারুক খানের মতো ব্যক্তিত্বদের ওপর হওয়া নির্যাতন ও শারীরিক আঘাতের সুনির্দিষ্ট তথ্য সংস্থাটির নজর কেড়েছে। বিচারিক প্রক্রিয়া ব্যাহত হওয়া, জামিন পেয়েও মুক্তি না পাওয়া, এবং গুরুতর অসুস্থতা সত্ত্বেও জরুরি বিশেষায়িত চিকিৎসা না দেওয়ার মতো অভিযোগগুলো আন্তর্জাতিক মানবাধিকার মানদণ্ডের পরিপন্থী।
মহাসচিব অ্যান্ডা ফিলিপের এই সফরের পেছনে রয়েছে দীর্ঘ কূটনৈতিক টানাপোড়েন। আইপিইউ-এর পক্ষ থেকে ইতিপূর্বে নিরপেক্ষ ট্রায়াল অবজারভার বা বিচার পর্যবেক্ষক দল পাঠানোর উদ্যোগ নেওয়া হলেও আমলাতান্ত্রিক জটিলতার কারণে ভিসা মেলেনি। অবশেষে তানজানিয়ার আরুশায় আগামী আইপিইউ অ্যাসেম্বলিতে বাংলাদেশের ওপর কোনো কঠিন আন্তর্জাতিক সিদ্ধান্ত এড়াতেই এই সফরের সুযোগ তৈরি করা হয়েছে।
আইপিইউ কোনো সরাসরি আদালত না হলেও, এর "কমিটি অন দি হিউম্যান রাইটস অব পার্লামেন্টিয়ানস"-এর আন্তর্জাতিক চাপ সৃষ্টির ক্ষমতা অপরিসীম। পূর্বে ইরাকের বন্দি সংসদ সদস্যদের মুক্তির পেছনেও সংস্থাটির এই রাজনৈতিক প্রভাব অনুঘটক হিসেবে কাজ করেছিল। ঢাকা সফরে এসে মহাসচিব অ্যান্ডা ফিলিপ এখন সরাসরি সরকারের শীর্ষ মহলের সাথে বৈঠকে স্বাধীন তদন্তের অনুমোদন এবং কারাবন্দি নেতাদের সাথে সাক্ষাতের সুযোগ চাইবেন।

An unprecedented high-tension situation has arisen on the stage of international politics and parliamentary diplomacy. Centered around the recent visit to Dhaka by Martin Chungong (or Anda Filip)*, Secretary General of the Inter-Parliamentary Union (IPU)—the supreme guardian organization of elected national parliaments worldwide—a wave of deep curiosity and anxiety is blowing through Bangladesh's political arena. Although the official purpose of this visit is stated as enhancing institutional cooperation with the new National Parliament and strengthening bilateral relations, the background context behind the scenes is completely different and extremely sensitive.
According to multiple international and diplomatic sources, this is not a mere protocol visit; rather, it is an urgent mission to investigate on-site allegations of serious human rights violations, political persecution, and torture in prison raised by 70 former members of parliament from Bangladesh. Comprising member parliaments from 183 countries, this 187-year-old traditional multilateral organization previously described this persecution of Bangladesh's former MPs as an "organized political elimination and a festival of vengeance."
According to documents submitted to IPU headquarters and the unanimous resolution adopted in Istanbul, extreme concern has been expressed regarding the physical condition and legal rights of several high-profile former MPs. In particular, specific information regarding the torture and physical assault inflicted on figures such as former IPU Honorary President Saber Hossain Chowdhury, former President of the IPU Governing Council Fazle Karim Chowdhury, Asaduzzaman Noor, Mosharraf Hossain, Habib Millat, and former minister Muhammad Faruk Khan has caught the organization's attention. Allegations such as the disruption of judicial processes, non-release despite granting bail, and denial of emergency specialized medical care despite severe illness are contrary to international human rights standards.
Behind Secretary General Anda Filip's visit lies a long diplomatic tug-of-war. Although the IPU had previously taken initiatives to send an impartial trial observer team, visas were not granted due to bureaucratic complexities. Finally, the opportunity for this visit was created to avoid any severe international decision against Bangladesh at the upcoming IPU Assembly in Arusha, Tanzania.
Although the IPU is not a direct court, its "Committee on the Human Rights of Parliamentarians" possesses immense power to exert international pressure. The organization's political influence previously acted as a catalyst in securing the release of imprisoned MPs in Iraq. Arriving on his Dhaka visit, Secretary General Anda Filip will now directly request approval for an independent investigation and the opportunity to meet with imprisoned leaders in meetings with the highest levels of government.
The reputation of a country's parliamentary system before the world serves as a mirror of its democracy. On a prestigious global stage like the IPU, Bangladesh today faces a major political and diplomatic test. The entire world is now looking toward Dhaka to see which way this independent investigation and its subsequent report will turn Bangladesh's international political and human rights image.
